Climate change is a social
problem, so people today are trying to communicate these problems. The Paris
Agreement, which is enshrined in the law of the Republic of Indonesia number 16
of 2016 concerning the Paris Agreement on the United Nations Framework
Convention on Climate Change, is one of Indonesia's ways to carry out the
climate change mitigation function through the carbon trading system as an
effort to transition to the green economy. Carbon trading can support
Indonesia's sustainable development agenda by targeting net-zero emissions by
2060, which is further outlined in Indonesia's Nationally Determined
Contributions. The issue of carbon trading in Indonesia is reflected in the
government's system. The government system is analyzed through Niklas Luhmann's
communication ecology approach with the concept of resonance. Resonance refers
to the alignment and selectivity of information that can trigger further
communication within a social system. The research approach is qualitative and
descriptive, aligning with the constructivist paradigm. This study employs
discourse analysis and interview methods as validation techniques for data
collection and analysis. The study's results indicate that the resonance
detection of the government system facilitates differentiation between the
functions of the Ministry System and the State-Owned Enterprise System. The
resonance of the government system in implementing carbon trading as an effort
to transition to a green economy remains weak. The resonance created through
the government system by Ministries and State-Owned Enterprises has not
resulted in a precise carbon trading mechanism. Nationally Determined
Contributions have not had a full impact on addressing climate change
mitigation. Carbon trading can facilitate an economic transition from a
conventional economy that produces high carbon emissions to a green economy
that produces low emissions. With its existing resources, Indonesia has
considerable potential for a green economic transition. The presence of a carbon
trading system can trigger another approach to green economic transition, as a
form of climate change adaptation in Indonesia, which has an impact on
sustainable development.
