Konflik elit dalam pemilihan Kepala Daerah di era otonomi :: Studi kasus proses pemilihan Kepala Daerah di Karanganyar masa jabatan 2003-2008

Tesis ini berusaha menjelaskan konflik elit dalam persoalan rekruitmen Kepala Daerah di Kabupaten Karanganyar Masa Jabatan 2003-2008 berdasarkan UU No. 22 Tahun 1999 dan PP 150 Tahun 2000. Dalam penelitian kasus konflik elit dala mpemilihan kepala Daerah di Kabupaten Karanganyar masa jabatan 2003-2008 berangkat dari permasalahan mengapa proses rekruitmen Kepala Daerah di Karanganyar sampai berlarut-larut. Proses pemilihan kepala daerah pada dasarnya adalah proses seleksi elit untuk menduduki jabatan strategis di pemerintahan daerah. Sirkulasi jabatan publik ini menjadi penting kedudukannya bagi actor ataupun kelompok tertentu yang ingin berambisi punya kekuasaan mengingat kewenangan yang dimiliki begitu strategis dan berpengaruh bagi kelangsungan visi dan misinya. Oleh karena itu persoalan rekruitmen jabatan public di kabupaten Karanganyar masa jabatan 2003-2008 yang diharapkan berjalan lancer berubah menjadi arena konflik elit yang penyelesaiannya sampai berlarut-larut. Dengan pendekatan teori konflik fenomena polemic Pilkada Karanganyar mencoba di analisis dengan metode deskriptif kualitatif. Adapun untuk mengetahui secara mendalam persoalan konflik Pilkada Karanganyar harus berangkat dari konflik kepentingan di internal DPC PDIP Karanganyar (partai pemenang pemilu 1999 di Karanganyar). Konflik internal PDIP dalam arena Rakercabsus telah menciptakan friksi yang berdampak tidak solidnya kekuatan fraksi di Dewan. Dengan sumber daya yang dimiliki sebetulnya dalam pemilihan Kepala Daerah Karanganyar bakal calon dari PDIP menang mengingat jumlah fraksi PDIP di DPRD sendiri separuh lebih dari jumlah total anggota DPRD Karanganyar. Berangkat dari kekalahan pasangan calon PDIP yang seharusnya menang telah menimbulkan kekecewaan dan berusaha menggagalkan calon bupati terpilih dengan mengulirkan issu money politic. Persoalan money politic inilah menjadi wahana konflik elit yang proses penyelesaiannya tarik ulur antara DPRD Karanganyar dengan pemerintah pusat (Mendagri). Adapun akhir dari penyelesaian polemic Pilkada Karanganyar sendiri berupa tindakan sepihak Mendagri dengan jalan melantik pasangan bupati terpilih tanpa melalui tahap penetapan yang seharusnya menjadi kewenangan DPRD Karanganyar. Tindakan sepihak Mendagri yang dinilai arogan dalam penyelesaian konflik Pilkada Karanganyar menjadi dasar DPRD Karanganyar menggelar Pilkada ulang. Adapun pemerintah pusat berketetapan Pilkada ulang adalah tindakan maker dan tidak akan mengakui keberadaannya. Pemerintah pusat sendiri menyatakan persoalan Pilkada Karanganyar masa jabatan 2003-2008 dinyatakan selesai.

This thesis try to explain elite conflict in the case of recruitment the head regency in Karanganyar for 2003-2008 period based on the law No. 22/1999 and government regulations No. 150/2000. This research is about the case of elite conflict in the head of regency election in the Karanganyar regency for 2003-2008 which comes from the problem why recruitment process of the head regency in Karanganyar for 2003- 2008 become an elite conflict arena that the process in finishing the problem be drawn out and late. Basically, the process of head regency election is the process elite selection to get the strategies position in the regency government. This circulation of public position is a position crucial for the actor or the certain community that have ambition to have the authority because the strategies authority itself is very useful for their further vision and mission. So that, the recruitment problem public position in Karanganyar regency for the 2003-2008 period are expected can be success, in fact be an elite conflict arena that the solution of it drawn out and be late. By using the theory approach of conflict polemic phenomenon of the head regency election in Karanganyar tried to analyze with the qualitative descriptive method. While to know more deeply the conflict problem of the head regency election in Karanganyar must come from the internal conflict interest of DPC PDIP Karanganyar (the winner party in the 1999 in public election of Karanganyar). The internal conflict PDIP in the work plan specific branch arena has created friksi that influence the weakness of power solidarity in council. By the human resources that exist actually in the head of regency election Karanganyar, the candidate from PDIP won by remind the number of PDIP members in DPRD (parliament area) itself more than a half of the total members of DPRD (parliament area) Karanganyar. Comes from the failure of candidate PDIP that should be win arise the disappointed and tried to fail the candidate chosen person (the head of regency) by spreading money politics issue. This money politics problem that be an elite politics arena that the solution of it late between DPRD (parliament area) Karanganyar with the central government (the minister for internal affairs). Furthermore, the end of polemic solution of the head regency election Karanganyar itself is an action in one side with constitute the chosen leader without through the decision stage that should be DPRD Karanganyar authority. The one side action the minister for internal affairs that valued arrogant in solving the conflict the election of head regency Karanganyar be a base for DPRD Karanganyar to repeat the election of the head regency Karanganyar. While, the central government make a decision that it is a maker action and will not confess the existence. The central government itself said that the recruitment problem public position in Karanganyar regency for the 2003-2008 has been over.
