Hilirisasi Sebagai Praktik Hegemoni: Kasus Proyek Strategis Nasional Pengembangan Kawasan Industri Neo Energy Parimo Industrial Estate (PSN NEPIE)

Menguatnya permintaan global pada kebutuhan nikel untuk kepentingan Electric Vehicle (EV) menjadi faktor pendorong produksi industri pertambangan nikel di Indonesia. Dorongan tersebut mengandung nalar ekstraktivisme, kaitannya dengan menitikberatkan aktivitas pengolahan nikel sebagai upaya dalam mendapatkan keuntungan ekonomi. PSN NEPIE menjadi salah satu produk dari dorongan global tersebut yang di bingkai melalui kebijakan, dengan dominasi narasi hilirisasi di dalamnya. Penelitian ini bertujuan untuk melihat bekerjanya narasi hilirisasi kebijakan PSN NEPIE yang hegemonik hingga pada tingkat pelaksanaan proyek,  mengangkat studi kasus implementasi PSN NEPIE di Desa Siniu, Kabupaten Parigi Moutong, Sulawesi Tengah. Penelitian yang berfokus pada teks dan konteks, dalam analisisnya terkait konstruksi hegemoni menggunakan kerangka dimensi CDA (Critical Discourse Analysis) sebagai alat bantu menganalisis dokumen serta praktik dari kebijakan. Dalam penelitian ini menggunakan metode kualitatif dengan melakukan pengambilan data secara langsung ke lokasi penelitian. Pengambilan data dilakukan melalui observasi dan wawancara kepada pihak yang terlibat dalam penerapan PSN NEPIE seperti masyarakat Desa Siniu, pemerintah daerah, aktivis yang mengawal proyek, dan beberapa dinas terkait. Hasil penelitian, secara garis besar menunjukan keberhasilan konstruksi hegemoni narasi hilirisasi kebijakan PSN NEPIE secara utuh. Keberhasilan tersebut didukung dengan praktik distribusi narasi hegemoni yang bekerja mulai dari tingkat nasional, daerah, hingga implementasi ke masyarakat. Hasil penelitian ini berdasar pada analisis empat konsep kunci hegemoni (titik pertemuan atau nodal points, rantai ekuivalensi atau chain of equivalence, pluralisme, dan kontra-hegemoni) dan analisis tiga dimensi operasional CDA (Critical Discourse Analysis).

The growing global demand for nickel, driven by the needs of the Electric Vehicle (EV) industry, serves as a key impetus for scaling up nickel mining and processing in Indonesia. This impetus embodies the extractive logic, focusing on nickel processing activities as a means to achieve economic gain. The PSN NEPIE (Neo Energy Parimo Industrial Estate National Strategic Project) is a direct product of this global driver, framed through public policy with a dominant Hilirisasi (Downstreaming) narrative.  This research aims to analyze the operation of the hegemonic Hilirisasi narrative within the PSN NEPIE policy down to the level of project implementation, using the case study of the PSN NEPIE implementation in Desa Siniu, Parigi Moutong Regency, Central Sulawesi. The study focuses on both text and context, utilizing the three dimensions of Critical Discourse Analysis (CDA) as a tool for analyzing policy documents and implementation practices, particularly in constructing hegemony. Adopting a qualitative methodology, the research gathered data directly at the field site through observation and in-depth interviews with various stakeholders involved in the PSN NEPIE's execution, including Desa Siniu residents, local government officials, activists monitoring the project, and relevant regional agencies. The findings broadly indicate the successful and comprehensive construction of the hegemonic Downstreaming narrative within the PSN NEPIE policy. This success is underpinned by the structured distribution of the hegemonic narrative, operating effectively from the national level down to regional implementation and engagement with the community. The research results are analyzed based on four key concepts of hegemony (nodal points, chain of equivalence, pluralism, and counter-hegemony) and the three operational dimensions of CDA (text, discursive practice, and social practice).
