ANALISIS STAKEHOLDERS DALAM PENGELOLAAN HUTAN TANAMAN RAKYAT DI KTHTR JATI LESTARI DESA CANDIREJO KAPANEWON SEMANU GUNUNGKIDUL DAERAH ISTIMEWA YOGYAKARTA

Pengelolaan Hutan Tanaman Rakyat merupakan salah satu strategi dalam mewujudkan kelestarian hutan dan peningkatan kesejahteraan masyarakat sekitar hutan. Penelitian ini bertujuan: 1) Mengidentifikasi stakeholders dalam pengelolaan HTR di KTHTR Jati Lestari, 2) Menjelaskan peran dan kepentingan serta kekuatan dan pengaruh stakeholders, 3) Merumuskan strategi peningkatan peran stakeholders.


Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Key informan dan informan ditetapkan secara purposive sampling. Analisis stakeholders dilakukan selama 5 tahun terakhir 2020–2025. Pengumpulan data dilakukan melalui observasi, in-depth interview, focus group discussion, dan studi dokumentasi. Analisis Miles dan Huberman untuk mengidentifikasi stakeholders, menjelaskan dan menganalisis peran dan kepentingan, serta kekuatan dan pengaruh. Analisis SWOT digunakan untuk merumuskan strategi peningkatan peran stakeholders.


Hasil analisis stakeholders menunjukkan tiga kategori: stakeholders primer (petani HTR, KTHTR Jati Lestari), stakeholders sekunder (KUD BIMA, KWT Sediyo Mulyo, BPDAS Serayu Opak Progo), dan stakeholders kunci (DLHK DIY, KWML, Pemerintah Desa Candirejo). KTHTR Jati Lestari, KWML, dan DLHK DIY dalam pengelolaan HTR dikelompokkan dalam kuadran key players, sementara Pemerintah Desa Candirejo termasuk context setters. Petani dan KWT Sediyo Mulyo dalam kuadran subjects. KUD Bima dan BPDAS Serayu Opak Progo berada pada kuadran crowds. Strategi peningkatan peran stakeholders: 1) KTHTR Jati Lestari memanfaatkan legalitas kelembagaan dan kepercayaan stakeholders untuk memperluas kemitraan dengan lembaga pendukung. 2) KTHTR Jati Lestari memanfaatkan akses program RHL dengan melibatkan stakeholders tidak hanya sebatas pada pelaksanaan kegiatan lapangan, tetapi juga pada aspek perencanaan, pengawasan, dan evaluasi. 3) KTHTR menjalin komunikasi terbuka dengan stakeholders lain untuk menghindari kesenjangan informasi dan menjaga sinergi.

The management of Community Plantation Forests is one strategies to achieve forest sustainability and improve the welfare of communities surrounding the forest. This study aims to: 1) Identify stakeholders in HTR management KTHTR Jati Lestari, 2) Explain the roles and interests, as well as the power and influence of stakeholders, and 3) Formulate strategies to enhance stakeholders roles.

The study used a qualitative approach with a case study method. Key informants and informants were selected through purposive sampling. Stakeholder analysis was conducted over the past five years, 2020–2025. Data collection involved observation, in-depth interviews, focus group discussions, and documentation studies. Miles and Huberman analysis was used to identify stakeholders, clarify their roles and interests, and analyze their power and influence. A SWOT analysis was used to formulate strategies to enhance stakeholder roles.

The result of stakeholders analysis show that are three categories: primary stakeholders (HTR farmers, Jati Lestari KTHTR), secondary stakeholders (KUD BIMA, KWT Sediyo Mulyo, BPDAS Serayu Opak Progo), and key stakeholders (DLHK DIY, KWML, Candirejo Village Government). KTHTR Jati Lestari, KWML, and DLHK DIY in HTR management are grouped in the key players quadrant, while the Candirejo Village Government is included in the context setters. Farmers and KWT Sediyo Mulyo are in the subjects quadrant. KUD Bima and BPDAS Serayu Opak Progo are in the crowd quadrant. Strategies to increase the role of stakeholders: 1) KTHTR Jati Lestari utilizes institutional legality and stakeholders trust to expand partnerships with supporting institutions. 2) KTHTR Jati Lestari utilizes access to the RHL program by involving stakeholders not only in the implementation of field activities, but also in aspects of planning, monitoring, and evaluation. 3) KTHTR establishes open communication with other stakeholders to avoid information gaps and maintain synergy.
