Analisis Komunikasi Kebijakan RUU Pilkada 2024: Narasi Level Meso dan Level Mikro dalam Kerangka NPF (Narrative Policy Framework)

Penelitian ini menganalisis komunikasi kebijakan dalam perubahan usia minimal calon gubernur pada RUU Pilkada 2024, menggunakan pendekatan Narrative Policy Framework (NPF) pada level meso dan mikro. Fokus utama terletak pada bagaimana narasi disusun oleh aktor-aktor kebijakan, terutama media dan pemerintah, serta bagaimana narasi tersebut diterima dan dimaknai oleh mahasiswa di Yogyakarta sebagai representasi publik muda. Penelitian ini menggunakan metode kualitatif dengan teknik analisis naratif dan pengumpulan data melalui dokumentasi media serta wawancara semi-terstruktur. Hasil penelitian menunjukkan bahwa pada level meso, aktor kebijakan menyusun narasi dengan berbagai strategi seperti devil shift, moral of the story, dan plot manipulatif yang menampilkan elite politik sebagai tokoh villain. Di sisi lain, penerimaan di level mikro mencerminkan resistensi terhadap narasi tersebut, dengan mahasiswa memposisikan diri sebagai penganut nilai keadilan dan transparansi. Narasi kebijakan yang dinilai tidak partisipatif dan elitis menjadi sumber resistensi, yang memperlihatkan pentingnya kepercayaan publik dalam proses komunikasi kebijakan.

This research analyzes policy communication regarding the change in the minimum age requirement for gubernatorial candidates in the 2024 Regional Election Bill (RUU Pilkada 2024), using the Narrative Policy Framework (NPF) at the meso and micro levels. The main focus is on how narratives are constructed by policy actors, particularly the media and the government and how these narratives are received and interpreted by university students in Yogyakarta as a representation of the younger public. This study applies a qualitative method with narrative analysis techniques, collecting data through media documentation and semi-structured interviews. The findings show that at the meso level, policy actors construct narratives using various strategies such as devil shift, moral of the story, and manipulative plots that frame political elites as villains. Meanwhile, at the micro level, the public response, especially among students, reflects resistance to these narratives. Students position themselves as supporters of justice and transparency. The perception that the policy narrative is elitist and lacks participation has become a source of resistance, showing the importance of public trust in effective policy communication.
