Exploring the Nexus: Normative Power and the Discourse Surrounding European Union’s Strategic Autonomy

Didorong oleh gagasan-gagasan seperti saling ketergantungan, redundansi, ketergantungan (reliance), dan urgensi, inisiatif yang semakin berkembang mengenai kemandirian strategis (strategic autonomy) dalam beberapa waktu terakhir telah memicu perdebatan yang terus berubah di antara negara-negara anggota Uni Eropa. Berawal dari ketergantungan terhadap Amerika Serikat dan NATO, perbedaan pandangan tersebut telah membentuk suatu diskursus menarik yang dianggap membatasi keputusan kebijakan luar negeri Uni Eropa. Dengan munculnya peristiwa-peristiwa penting seperti Brexit, pandemi COVID-19, dan perang Rusia–Ukraina, timbul pertanyaan apakah Uni Eropa sebaiknya memperbarui konseptualisasi strateginya atau justru mendorong kemandirian yang lebih kuat. Oleh karena itu, penelitian ini melakukan analisis mendalam yang mensintesis berbagai sudut pandang, aspek historis, serta peristiwa kontemporer. Pendekatan ini dimaksudkan untuk mengidentifikasi realitas sosial objektif yang melingkupi diskursus mengenai kemandirian strategis Uni Eropa. Lebih lanjut, dengan menerapkan teori “normative power” dari Manners, penelitian ini berupaya membangun hubungan yang menjembatani perilaku Uni Eropa dengan prinsip-prinsip normatifnya. Melalui studi kasus seperti Perang Global Melawan Terorisme (GWOT) dan Perang Rusia–Ukraina, penelitian ini akan menunjukkan sejauh mana tindakan independen Uni Eropa di luar pengaruh AS dan NATO dapat diamati, serta menguji kompatibilitas antara kemandirian strategis dan kekuatan normatif. Pada akhirnya, penelitian ini menggali kompleksitas mengenai bagaimana Uni Eropa dapat mempertahankan sikap otonomnya tanpa kehilangan identitas normatif yang menjadi landasannya — sambil secara kritis menilai bagaimana diskursus ini berkontribusi terhadap cara Uni Eropa dipersepsikan di kancah global.

Stimulated by notions such as interdependence, redundancy, reliance, and urgency, the growing initiative of strategic autonomy in recent times has sparked everchanging debates between the EU’s member-states. Originating from the reliance towards the US and NATO, these points of disputes have formulated an intriguing discourse, deemed to constrain with EU’s foreign policy decisions. With peculiar events such as the Brexit, COVID-19, and the advent of Russo-Ukrainian War, invites the answer in choosing between a renewed conceptualization or the heavy push towards autonomy for the European Union. Consequently, this research followed an extensive analysis that synthesizes different viewpoints, historical aspects, and contemporary events. This method ensues the intention to pinpoint an objective social reality that surrounds the discourse that envelopes European Union’s strategic autonomy. Furthermore, applying Manners’ theory of normative power, the research attempts to build a nexus that bridges EU’s behaviour and its normative principles. Exemplified through selected cases such as the GWOT and Russo-Ukrainian War, EU’s independent action outside of the US and NATO will be demonstrated, and the compatibility of strategic autonomy and normative power shall be tested. Ultimately, the research delves into the complexities of how can EU sustain its autonomous stance without losing its foundational normative identity. Critically evaluating how the discourse signifies a contribution towards how the EU can be perceived in the global arena.
