Apropriasi dan Reapropriasi Diskursus Blue Economy Neoliberal oleh Belize: Sebuah Analisis Poskolonial

Penelitian ini menganalisis bagaimana diskursus blue economy neoliberal dibentuk oleh institusi-institusi Utara melalui kerangka teoritis poskolonialisme, serta mengeksplorasi respons pemerintah dan masyarakat Belize terhadap diskursus tersebut. Studi ini bertujuan mengungkapkan proses pembentukan rezim kepatuhan dalam narasi dominan blue economy, yang dikonstruksi dengan merepresentasikan Small Island Developing States (SIDS), termasuk Belize, sebagai entitas rentan yang memerlukan intervensi ekonomi dari negara-negara maju. Melalui pendekatan kualitatif berbasis interpretivis dan metode analisis tekstual, penelitian ini menunjukkan bagaimana Belize mengapropriasi diskursus neoliberal dalam dokumen kebijakan nasionalnya, sekaligus memperlihatkan adanya resistansi melalui reapropriasi narasi yang dilakukan oleh masyarakat lokal.

Temuan penelitian memperlihatkan bahwa meskipun pemerintah Belize secara formal menginternalisasi konsep blue economy yang dikonstruksi Utara, terutama melalui mekanisme bantuan internasional seperti Blue Bonds, masyarakat Belize aktif mengembangkan narasi alternatif yang menentang logika neoliberal tersebut. Resistansi ini muncul dalam bentuk reapropriasi konsep-konsep dominan, yang direinterpretasi untuk menegaskan identitas poskolonial dan kepentingan lokal. Dengan demikian, penelitian ini menyoroti dinamika kompleks antara dominasi wacana global dan agensi lokal, serta menekankan perlunya pengakuan terhadap pluralitas interpretasi pembangunan yang lebih inklusif dan responsif terhadap konteks lokal.

This research analyzes how the neoliberal blue economy discourse is constructed by Northern institutions using theoretical framework of postcolonialism, and explores the responses of the Belizean government and its society to this discourse. The study aims to uncover the formation of compliance regimes within the dominant narrative of the blue economy, which frames Small Island Developing States (SIDS), including Belize, as vulnerable entities needing economic intervention from developed nations. Using a qualitative interpretivist approach and textual analysis methods, this research illustrates how Belize appropriates neoliberal discourses in its national policy documents while simultaneously revealing resistance through local society’s reappropriation of these narratives.

The findings indicate that although the Belizean government formally internalizes the blue economy concept shaped by Northern institutions, particularly through international aid mechanisms such as Blue Bonds, Belizean society actively develops alternative narratives challenging the neoliberal logic. This resistance emerges through the reappropriation of dominant concepts, reinterpreted to assert postcolonial identities and local interests. Thus, this study highlights the complex dynamics between global discursive domination and local agency, emphasizing the need to acknowledge pluralistic interpretations of development that are more inclusive and responsive to local context.
