Analisis dan Mitigasi Risiko pada Rantai Pasok Cabai Merah Keriting (Capsicum annum L.) di Kabupaten Sleman, Daerah Istimewa Yogyakarta

Cabai merah keriting (Capsicum annum L.) merupakan komoditas hortikulrtura unggulan di Kabupaten Sleman yang memiliki karakteristik perishable (mudah rusak). Rantai pasok yang panjang dan kompleks dari petani hingga konsumen menimbulkan potensi risiko pada setiap pelaku rantai pasok. Risiko pada rantai pasok cabai memiliki risiko internal dan eksternal yang dapat menciptakan kerugian bagi anggota rantai pasok. Penelitian ini bertujuan untuk mengidentifikasi alur dan aktivitas rantai pasok cabai merah keriting, mengidentifikasi risiko pada setiap tier, serta menyusun mitigasi yang tepat untuk risiko yang diprioritaskan. Pengumpulan data dilakukan dengan teknik snowball sampling dan purposive sampling melalui indepth interview menggunakan interview guidance berdasarkan hasil wawancara pendahuluan. Identifikasi, analisis, evaluasi, dan mitigasi risiko menggunakan Rapid Agricultural Supply Chain Risk Assessment. Hasil penelitian menunjukkan adanya risiko pada setiap tier. Tier petani terdapat 11 risiko, tier pasar lelang terdapat 4 risiko, semi tier titik kumpul terdapat 4 risiko, tier pengepul terdapat 6 risiko, tier pedagang besar terdapat 6 risiko, dan tier pedagang pengecer terdapat 3 risiko. Mitigasi dan penanganan risiko pada rantai pasok cabai merah keriting diprioritaskan pada risiko dengan kategori extremely vulnerable, highly vulnerable, dan moderate vulnerable. Pada tier petani terdapat 1 risiko extremely vulnerable, 2 risiko highly vulnerable, dan 1 risiko moderate vulnerable. Pada tier pengepul terdapat 1 risiko highly vulnerable dan 3 risiko moderate vulnerable. Pada tier pedagang besar terdapat 1 risiko highly vulnerable dan 1 risiko moderate vulnerable. Pada tier pedagang pengecer terdapat 1 risiko extremely vulnerable.
Curly red chili (Capsicum annum L.) is a leading horticultural commodity in Sleman Regency that has perishable characteristics. The long and complex supply chain from farmers to consumers creates potential risks for every participant in the supply chain. Risks in the chili pepper supply chain include internal and external risks that can cause losses for supply chain members. This study aims to identify the flow and activities of the curly red chili pepper supply chain, identify risks at each tier, and develop appropriate mitigation strategies for prioritized risks. Data collection was conducted using snowball sampling and purposive sampling techniques through in-depth interviews based on interview guidelines derived from preliminary interviews. Risk identification, analysis, evaluation, and mitigation were carried out using the Rapid Agricultural Supply Chain Risk Assessment. The results of the study indicate the presence of risks at every tier. The farmer tier has 11 risks, the auction market tier has 4 risks, the collector tier has 6 risks, the wholesaler tier has 6 risks, and the retailer tier has 3 risks. Risk mitigation and treatment in the curly red chili supply chain prioritizes risks categorized as extremely vulnerable, highly vulnerable, and moderately vulnerable. At the farmer tier, there is 1 extremely vulnerable risk, 2 highly vulnerable risks, and 1 moderate vulnerable risk. At the collector tier, there is 1 highly vulnerable risk and 3 moderate vulnerable risks. At the wholesaler tier, there is 1 highly vulnerable risk and 1 moderate vulnerable risk. At the retailer tier, there is 1 extremely vulnerable risk.
