Indonesia is highly vulnerable to earthquakes due to its location along the Pacific Ring of Fire, which frequently results in structural damage to buildings. To ensure the safety and reliability of buildings, the government has implemented Sertifikat Laik Fungsi (SLF) as a regulatory measure to ensure compliance with administrative, technical, and functional standards. This study aims to analyze the level of knowledge, attitudes, and practices of stakeholders regarding the SLF for buildings in the Yogyakarta and Maluku regions. Furthermore, the study identifies challenges in the processing and implementation of SLF and compares the readiness of stakeholders to enhance its application in both regions. The study examines the levels of knowledge, attitudes, practices, and obstacles in the implementation of SLF in Yogyakarta and Maluku, which differ in terms of earthquake risk profiles and building regulations.
The research method used a questionnaire consisting of several questions related to knowledge, willingness and awareness, practice, and challenges in the SLF process. The questionnaire data were constructed using a Likert scale. The sample in this study included 52 respondents from the Yogyakarta region and 31 respondents from the Maluku region. Data analysis techniques included validity and reliability tests, normality tests, descriptive statistics (mean, mode, and standard deviation), and inferential statistics (Kendall’s test, Kruskal-Wallis test, and Fisher's exact test). Data analysis was performed using SPSS version 26 software.
The research findings indicate that SLF stakeholders in Yogyakarta and Maluku exhibit varying levels of knowledge, generally positive attitudes, and uneven practices in implementation. The readiness levels also differ between the two regions, with Yogyakarta showing better preparedness due to stronger regulatory and technical support compared to Maluku. The main obstacles to SLF implementation in Yogyakarta include the fulfillment of administrative or other permitting document requirements, the lack of SLF pilot projects, and limited SLF socialization to building owners. In contrast, the main challenges in Maluku are the lack of SLF pilot projects, insufficient SLF awareness among building owners, and low awareness of the SLF and its benefits. Stakeholder readiness still needs improvement, particularly in Maluku, which requires training and policy support. Meanwhile, Yogyakarta demonstrates better readiness supported by strong regulations and adequate technical capacity.
