Ekologi Komunikasi Penanganan Narkoba di Yogyakarta (Resonansi Sistem Sosial dalam Kasus Pengungkapan Pabrik Narkoba di Kelurahan Bersih Narkoba Baturetno, Banguntapan, Bantul Tahun 2023)

Penelitian ini menyoroti ironi pengungkapan pabrik narkoba berkedok keripik pisang dan cairan happy water di Kalurahan Baturetno, sebuah wilayah yang menyandang status Kalurahan Bersih Narkoba sejak 2021. Kejadian tersebut tentu akan menciptakan keragamaan pemaknaan antara masing-masing subsistem. Hal  ini membuat peneliti tertarik untuk mengungkap ekologi komunikasi yang terbentuk pasca kejadian. Penelitian ini menggunakan pendekatan kualitatif konstruktivisme dan teori ekologi komunikasi Niklas Luhmann karena mampu memfasilitasi peneliti untuk dapat melihat dinamika resonansi sistem sosial dalam konteks ekologi komunikasi.  Penelitian ini bertujuan mendeteksi resonansi sistem sosial terhadap kasus tersebut. Aspek yang ingin diungkap adalah tentang apa saja subsistem yang beresonansi dan seperti apa tingkat resonansinya; bagaimana pemrosesan informasi; serta kualitas resonansi yang terbentuk. Metode studi kasus deskriptif dan analisis isi kualitatif diterapkan pada data media, wawancara, dan dokumentasi dari berbagai subsistem di Kalurahan Baturetno. Uji validitas melalui triangulasi data. Temuan penelitian mengungkapkan empat subsistem sosial yang beresonansi dengan tingkat respons beragam, meliputi subsistem birokrasi daerah, hukum, masyarakat sipil, dan subsistem pendukung (agama dan pendidikan). Pemrosesan informasi yang dilakukan subsistem melalui tiga tahap kunci meliputi seleksi informasi (information selection), tuturan (utterance), dan pemaknaan (understanding). Masing-masing tahapan menunjukkan bahwa subsistem beroperasi dengan tetap berpedoman pada logika operasional (self referential) mereka serta dinamika ketergantungan antarsubsistem. Kualitas resonansi yang terbentuk tidak merata. Kejadian pengungkapan berhasil memicu respons awal yang intens, namun transformasinya menjadi kebijakan sistemik menghadapi kendala fundamental seperti rigiditas sistemik, konflik prioritas dan ego sektoral masing-masing subsistem. Penelitian ini memberikan kontribusi penting dalam memahami kompleksitas dinamika sosial dalam merespons masalah narkoba serta perbaikan sistem pencegahan narkoba di tingkat komunitas.

This study highlights the irony of the discovery of a drug factory disguised as a banana chip and happy water production facility in Baturetno Village, an area that has held the status of Drug-Free Village since 2021. This incident will certainly create a diversity of interpretations among each subsystem. This has prompted researchers to uncover the communication ecology that has formed in the aftermath of the incident. This study uses a qualitative constructivist approach and Niklas Luhmann's communication ecology theory because it facilitates researchers in observing the dynamics of social system resonance in the context of communication ecology. This study aims to detect social system resonance in relation to this case. The aspects to be revealed are which subsystems resonate and the level of resonance; how information is processed; and the quality of the resonance formed. Descriptive case study and qualitative content analysis methods were applied to media data, interviews, and documentation from various subsystems in Baturetno Village. Data triangulation was used to test validity. The findings reveal four social subsystems that resonate with varying levels of response, including the regional bureaucracy, legal, civil society, and support (religion and education) subsystems. The information processing carried out by the subsystems involves three key stages: information selection, utterance, and understanding. Each stage shows that the subsystems operate while adhering to their operational logic (self-referential) and the dynamics of interdependence between subsystems. The quality of the resonance formed is uneven. Successful disclosure triggered an intense initial response, but its transformation into systemic policy faced fundamental obstacles such as systemic rigidity, conflicting priorities, and the sectoral egos of each subsystem. This research makes an important contribution to understanding the complexity of social dynamics in responding to drug problems and improving drug prevention systems at the community level.
