Analisis Network Governance dalam Pengelolaan Pariwisata Menara Kudus

Pengelolaan pariwisata Menara Kudus merupakan bagian dari strategi pemerintah daerah dalam mendorong pengembangan sektor pariwisata berbasis religi dan budaya. Dalam pelaksanaannya pemerintah melalui Peraturan Bupati No. 32 Tahun 2023 mengatur pengelolaan kawasan ini dengan melibatkan berbagai aktor seperti pemerintah daerah, pelaku usaha, komunitas lokal, tokoh agama, dan masyarakat. Namun, hingga saat ini, kolaborasi antar pemangku kepentingan masih belum berjalan secara optimal. Hal ini tercermin dari minimnya koordinasi lintas sektor, serta rendahnya partisipasi masyarakat dan sektor swasta dalam pengelolaan kawasan Menara Kudus. Penelitian ini membahas permasalahan dalam pengelolaan pariwisata kawasan Menara Kudus dari perspektif network governance, dengan menggunakan teori bentuk dan efektivitas jaringan dari Provan dan Milward. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa unsur-unsur karakteristik network governance, yaitu aktor, interaksi, fitur kelembagaan (institutional features), dan manajemen jaringan (network management), telah muncul namun belum terintegrasi secara maksimal. Permasalahan utama dalam pengelolaan kawasan ini adalah lemahnya koordinasi antar aktor, lemahnya komitmen masing-masing aktor, belum optimalnya mekanisme pemantauan dan evaluasi bersama, serta kurangnya sumber daya pendukung. Diperlukan peran aktif pemerintah daerah sebagai leading sector untuk memperkuat struktur jaringan dan mendorong partisipasi kolektif demi mewujudkan tata kelola yang kolaboratif dan berkelanjutan.

The management of Kudus Tower tourism is part of the local government's strategy to promote the development of the religious and cultural tourism sector. In its implementation, the government, through Regent Regulation No. 32 of 2023, regulates the management of this area by involving various actors such as local governments, business actors, local communities, religious leaders, and the community. However, to date, collaboration among stakeholders has not been optimal. This is reflected in the lack of cross-sectoral coordination, as well as low participation from the community and private sector in the management of the Menara Kudus area. This study examines the issues in the management of tourism in the Menara Kudus area from a network governance perspective, using Provan and Milward's theory of network form and effectiveness. The research method employed is a qualitative approach with data collection techniques through interviews and documentation. The results of the study indicate that the characteristic elements of network governance, namely actors, interactions, institutional features, and network management, have emerged but have not been fully integrated. The main issues in managing this area are weak coordination among actors, lack of commitment from each actor, inadequate monitoring and evaluation mechanisms, and insufficient supporting resources. The active role of the local government as the leading sector is needed to strengthen the network structure and encourage collective participation to achieve collaborative and sustainable tourism governance.
