Perancangan Decision Support System Untuk Penyusunan Daftar Penyedia Mampu Dalam Proses Pengadaan Barang dan Jasa

Industri hulu minyak dan gas bumi, termasuk sebuah Perusahaan Minyak dan Gas Bumi sangat bergantung pada efektivitas & efisiensi proses pengadaan barang dan jasa, karena sebagian besar aktivitas operasi dilaksanakan oleh pihak ketiga. Walaupun berperan krusial, Perusahaan saat ini belum menerapkan sistem terstandardisasi untuk menyusun Daftar Penyedia Mampu (DPM) sebagai referensi pembuatan Bidder List, yang merupakan tahapan krusial untuk memastikan kelancaran proses pengadaan.

Penelitian ini membahas tentang pengembangan dan implementasi Decision Support System (DSS) yang menghasilkan DPM dengan memanfaatkan data sekunder dan data historis Perusahaan periode tahun 2017 sampai 2024. Konsep utama DSS yang dikembangkan yaitu melakukan integrasi data secara real time dari sistem ERP (SAP) dan sistem non-ERP (CIVD SKK Migas, e-CHSEMS, dan SCM Solutions) menggunakan teknologi API dan ETL, mengkompilasikan 40 data dan memanfaaatkan 7 end points yang tersedia di API. Sistem ini memproses lebih dari 25.000 data Penyedia Barang & Jasa yang sebelumnya terbesar di beberapa sistem yang tidak terintegrasi.

BPMN sebelum implementasi sistem dan setelah implementasi sistem disimulasikan dan menunjukan perbaikan signifikan dalam hal akurasi, objektivitas pengambilan keputusan, dan efisiensi proses. Sistem ini juga memiliki dampak yang signifikan dalam meningkatkan transparansi dan konsistensi pada evaluasi Penyedia Barang & Jasa di sektor hulu minyak dan gas.

The upstream oil & gas industry, including an Oil & Gas Company, relies mostly on the efficiency and effectiveness of the procurement process. This is due to most of the operational activities are executed by third parties. Although it is a crucial role, the Company has not implemented a standardized system to compile the Daftar Penyedia Mampu (DPM) as the foundation for Bidder List preparation, which is a scrucial stage to ensure the success of procurement process. 

This study presents the development and implementation of Decision Support System (DSS) that generates DPM by utilizing historical Company’s data from 2017-2024.  The fundamental of DSS is by performing an integration of real-time data from both ERP System (SAP) and non-ERP System (CIVD SKK Migas, e-CHSEMS, and SCM Solutions) using API and ETL technology, compiling around 40 structured datasets and utilizing 7 selected API endpoints. This system processes more than 25,000 vendor data, which was previously scattered across multiple systems. 

Business process modelling before and after the implementation of DSS shows significant improvements in data accuracy, decision objectivity, and processing efficiency. A simulation of procurement process workflow confirms the system’s potential in enhancing the transparency and consistency of vendor evaluation in the upstream sector.
