Kerja Sama Pemerintah Provinsi Nusa Tenggara Barat Dengan Denmark : Tinjauan Institusionalis Praktik Paradiplomasi Dalam Pengembangan Proyek Sustainable Island Initiative (SII)

Penelitian ini mengkaji strategi Pemerintah Provinsi Nusa Tenggara Barat (NTB) dalam memobilisasi sumber daya politik melalui kerja sama paradiplomasi dengan Pemerintah Denmark dalam proyek Sustainable Island Initiative (SII). Dengan kerangka institusionalisme historis dan teori mobilisasi sumber daya, studi ini menganalisis bagaimana keputusan politik masa lalu, regulasi pusat, serta dinamika institusional membentuk ruang gerak paradiplomasi daerah. Hasil penelitian menunjukkan bahwa NTB memanfaatkan norma lokal, jejaring relasi antar-aktor, serta pembangunan legitimasi dan simbol politik untuk mengatasi keterbatasan regulatif dan memperluas kapasitas paradiplomasinya. Praktik ini menegaskan bahwa paradiplomasi tidak hanya menjadi instrumen pembangunan daerah, tetapi juga bagian dari perubahan institusi diplomasi yang menempatkan pemerintah daerah sebagai aktor resmi dalam tata kelola global. Kasus SII memperkenalkan konsep paradiplomasi multi-level, di mana NTB sebagai aktor provinsi berinteraksi tidak hanya dengan pemerintah pusat, tetapi juga dengan Denmark sebagai negara mitra, menunjukkan bentuk paradiplomasi yang bersifat asimetris, historis, dan dinegosiasikan dalam kerangka tata kelola lintas tingkat. Temuan ini memperluas literatur paradiplomasi di negara kesatuan dan menekankan pentingnya strategi mobilisasi sumber daya politik dalam menjamin keberlanjutan kerja sama internasional daerah.

This study examines the strategies of the Provincial Government of West Nusa Tenggara (NTB) in mobilizing political resources through paradiplomatic cooperation with the Government of Denmark under the Sustainable Island Initiative (SII) project. Drawing on historical institutionalism and resource mobilization theory, this research analyzes how past political decisions, central government regulations, and institutional dynamics shape the scope of regional paradiplomacy. The findings demonstrate that NTB mobilized local norms, inter-actor networks, and the construction of legitimacy and political symbols to overcome regulatory constraints and expand its paradiplomatic capacity. This practice highlights paradiplomacy not only as an instrument for regional development but also as a manifestation of institutional change in diplomacy, positioning subnational governments as official actors in global governance. The SII case introduces the concept of multi-level paradiplomacy, in which NTB as a provincial actor engages both with the Indonesian central government and Denmark as a sovereign state partner, thus revealing a form of asymmetrical, historically embedded, and negotiated paradiplomacy within a multi-level governance framework. These findings contribute to the literature on paradiplomacy in unitary states and underscore the importance of political resource mobilization strategies in ensuring the sustainability of international cooperation at the subnational level.
