Peristiwa sengketa informasi publik di Kabupaten Blitar pada tahun 2022–2023 mengungkapkan ketidakpastian dalam pengelolaan informasi, khususnya dalam menentukan status keterbukaan informasi. Penelitian ini bertujuan untuk mengkaji bagaimana PPID Kabupaten Blitar memproses informasi untuk mewujudkan keterbukaan publik dengan pendekatan kualitatif dan metode studi kasus. Berdasarkan teori Organizational Information Theory dari Karl Weick dan konsep pemrosesan informasi dari Loet Leydesdorff, temuan penelitian menunjukkan bahwa keterbukaan informasi dimaknai sebagai bagian dari reformasi birokrasi. Struktur PPID mengalami transformasi menjadi lebih kompleks, dengan seleksi informasi yang terstruktur dan prasyarat yang ketat. Pengalaman sengketa informasi menjadi pembelajaran penting untuk mengurangi ambiguitas. Selain itu, sengketa tersebut mendorong evolusi kebijakan melalui lahirnya Peraturan Bupati Blitar No. 56 Tahun 2023. Penelitian ini berkontribusi memperkaya studi komunikasi organisasi terkait pemrosesan informasi, serta memberikan wawasan bagi PPID Kabupaten Blitar dalam meningkatkan sistem pengelolaan informasi dan kebijakan keterbukaan.

The public information dispute in Blitar Regency in 2022–2023 revealed uncertainty in information management, particularly in determining the status of information openness. This study aims to examine how the Public Information and Documentation Officer (PPID) of Blitar Regency processes information to achieve public openness using a qualitative approach and case study method. Based on Karl Weick's Organizational Information Theory and Loet Leydesdorff's information processing concept, the findings show that information openness is seen as part of bureaucratic reform. The PPID structure has undergone transformation to become more complex, with structured information selection and strict prerequisites. The experience of information disputes serves as an important lesson for reducing ambiguity. Furthermore, the disputes prompted policy evolution through the enactment of Blitar Regent Regulation No. 56 of 2023. This study contributes to enriching organizational communication studies related to information processing and provides insights for PPID Blitar Regency to improve the information management system and openness policy.
