Kajian Pengelolaan Sampah Berwawasan Lingkungan di Wilayah Perkotaan Kabupaten Banggai Laut Provinsi Sulawesi Tengah

Waste management in the urban areas of Banggai Laut Regency faces increasingly complex challenges due to population growth, rising economic activity, and limited environmental infrastructure. These issues have contributed to environmental degradation, particularly in coastal zones. This study aims to analyze community behavior in managing household waste, examine local government policies and technical-operational practices, and formulate environmentally sound waste management strategies tailored to local conditions.
A descriptive method with quantitative and qualitative approaches was employed. Data were collected through questionnaires in five villages/urban wards, field observations, in depth interviews, and documentation. The data were analyzed using descriptive statistics and SWOT analysis to formulate appropriate waste management strategies. Findings indicate that 77% of respondents demonstrate good to very good waste management behavior, supported by adequate knowledge (65%) and positive attitudes (96%). However, 23% of the population still engage in environmentally harmful practices such as open burning and illegal dumping. Local regulations Regional Regulation No. 4 of 2019 and Regent Regulation No. 47 of 2019 are in place but have not been fully implemented due to limited facilities, the absence of waste sorting systems, and weak inter-agency coordination. The proposed strategy includes community-based education and facilitation, institutional and infrastructure strengthening, and leveraging national programs and technology to support sustainable waste management.
