Organizational Information Capacities dalam Mendorong Kebijakan Transisi Energi Berkelanjutan di Provinsi Daerah Istimewa Yogyakarta

Urgensi untuk mentransformasi kebijakan publik berbasis bukti menjadi semakin populer, terutama di sektor energi berkelanjutan. Hal ini didorong oleh tantangan kelangkaan energi dan perubahan iklim mendorong negara-negara melakukan transisi energi guna mencapai netralitas karbon. Penelitian ini bertujuan menganalisis peran Organizational Information Capacities (OIC) dalam mendorong kebijakan transisi energi di Provinsi Daerah Istimewa Yogyakarta (DIY). Analisis difokuskan pada empat dimensi OIC: research supply, research demand, organizational culture, dan network capacity. Metode penelitian ini menggunakan pendekatan kualitatif dengan single-case embedded design yang bersifat eksploratoris. Teknik pengumpulan data dilakukan melalui wawancara mendalam dengan informan kunci dari organisasi pemerintah daerah, NGO, akademisi, komunitas pengelola energi baru terbarukan, serta penelusuran dokumen kebijakan, laporan resmi, dan arsip pendukung. Untuk menjaga validitas data digunakan triangulasi sumber, sementara reliabilitas dijaga melalui protokol studi kasus dan dokumentasi sistematis. Analisis data dilakukan dengan strategi pattern matching, explanation building, dan logic models, serta didukung pengkodean tematik menggunakan perangkat lunak MAXQDA 2020 guna mengidentifikasi pola, tema, dan hubungan antar-data. Hasil penelitian menunjukkan bahwa kapasitas informasi organisasi di DIY masih berada pada tingkat lemah. Pada aspek research supply, ketersediaan data energi terbarukan cukup terbatas, dengan fragmentasi antar-OPD serta minimnya integrasi basis data. Dari sisi research demand, pemanfaatan hasil riset dalam perumusan kebijakan belum sistematis, sehingga banyak rekomendasi akademis tidak diarusutamakan dalam dokumen strategis. Budaya organisasi relatif terbuka terhadap penggunaan data, namun praktiknya masih administratif dan belum melembaga dalam proses analisis kebijakan berbasis bukti. Pada dimensi jejaring, kolaborasi dengan aktor eksternal (akademisi, swasta, dan NGO) telah terbentuk, tetapi belum optimal karena kendala sumber daya manusia, koordinasi lintas sektor, dan ketiadaan kelembagaan khusus seperti Dewan Energi Daerah. Penelitian ini menyimpulkan bahwa OIC berperan penting dalam memperkuat kebijakan transisi energi, namun implementasinya di DIY terhambat oleh faktor struktural, regulatif, dan kultural. Penguatan kapasitas informasi organisasi sangat penting untuk mendukung pencapaian target bauran energi berkelanjutan. Upaya ini membutuhkan penguatan sistem informasi terpadu, penyediaan anggaran yang konsisten, serta pembentukan kelembagaan jejaring yang inklusif guna mempercepat transisi energi di tingkat daerah.
The urgency to transform
evidence-based public policy is becoming increasingly popular, especially in
the sustainable energy sector. This is driven by the challenges of energy
scarcity and climate change, which are pushing countries to transition to energy
sources that will enable them to achieve carbon neutrality. This study aims to
analyze the role of Organizational Information Capacities (OIC) in promoting
energy transition policies in the Special Region of Yogyakarta (DIY). The
analysis focuses on four dimensions of OIC: research supply, research demand,
organizational culture, and network capacity. The research method uses a
qualitative approach with a single-case embedded design that is exploratory in
nature. Data collection techniques were conducted through in-depth interviews
with key informants from local government organizations, NGOs, academics,
renewable energy management communities, as well as through document searches
of policies, official reports, and supporting archives. To maintain data validity,
source triangulation was used, while reliability was maintained through case
study protocols and systematic documentation. Data analysis was conducted using
pattern matching, explanation building, and logic models strategies, supported
by thematic coding using MAXQDA 2020 software to identify patterns, themes, and
relationships between data. The results show that organizational information
capacity in DIY is still weak. In terms of research supply, the availability of
renewable energy data is quite limited, with fragmentation between OPDs and a
lack of database integration. In terms of research demand, the use of research
results in policy formulation is not yet systematic, so that many academic
recommendations are not mainstreamed in strategic documents. The organizational
culture is relatively open to the use of data, but in practice it is still
administrative and has not been institutionalized in the evidence-based policy
analysis process. In terms of networking, collaboration with external actors (academics,
the private sector, and NGOs) has been established, but it is not yet optimal
due to constraints in human resources, cross-sector coordination, and the
absence of specific institutions such as a Regional Energy Council. This study
concludes that the OIC plays an important role in strengthening energy
transition policies, but its implementation in DIY is hampered by structural,
regulatory, and cultural factors. Strengthening the organization's information
capacity is essential to support the achievement of sustainable energy mix
targets. This effort requires strengthening an integrated information system,
providing a consistent budget, and establishing an inclusive network
institution to accelerate energy transition at the regional level.
