PENGAMBILAN KEPUTUSAN DALAM MENENTUKAN PRIORITAS PENGADAAN BARANG DAN JASA DENGAN METODE AHP-TOPSIS PADA PERUSAHAAN MINYAK DAN GAS BUMI

Sektor hulu minyak dan gas bumi memainkan peranan penting dalam ekonomi Indonesia, meskipun dalam praktiknya kerap menemui kendala pada aspek pengadaan barang dan jasa, utamanya disebabkan oleh banyaknya permintaan serta keterbatasan jumlah personel pengadaan. Penelitian ini bertujuan untuk mengembangkan sistem penentuan prioritas pengadaan yang terstruktur dan objektif dengan menggunakan metode Analytical Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) untuk membantu tim pengadaan dalam menentukan paket pengadaan mana yang harus diprioritaskan secara objektif dan terstruktur. Melalui identifikasi dan validasi lima kriteria pengadaan utama, metode AHP menemukan bobot kriteria tertinggi secara berurutan: pengadaan yang terkait dengan HSSE, produksi, waktu pelaksanaan pekerjaan, sumber anggaran, dan kompleksitas proses. Metode TOPSIS mengidentifikasi prioritas paket pengadaan dari daftar permintaan pengadaan di PT. XYZ – Zona A. Hasil pemeringkatan paket pengadaan berdasarkan data primer dari para ahli dan data sekunder dari perusahaan diharapkan dapat meningkatkan efisiensi dan efektivitas proses pengadaan serta mendukung kelancaran kegiatan di lapangan.

The upstream oil and gas industri makes a significant contribution to the national economy. However, in practice, it often faces challenges in the procurement of goods and services, particularly due to the high volume of requests and limited human resources. This research aims to develop a structured and objective procurement prioritization system using the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) methods to assist the procurement team in objectively and systematically determining which procurement packages should be prioritized. Through the identification and validation of five main procurement criteria, the AHP method determined the highest criterion weights in the following order: procurement related to HSSE, production, project execution time, funding source, and process complexity. The TOPSIS method identified the procurement package priorities from the list of procurement requests in PT. XYZ – Zone A. The ranking results of the procurement packages, based on primary data from experts and secondary data from the company, are expected to improve the efficiency and effectiveness of the procurement process and support smooth operations in the field.
