Analisis kebutuhan dan distribusi tenaga Puskesmas di Kabupaten Aceh Besar

Tujuan penelitian ini adalah untuk memperoleh gambaran perencanaan dan distribusi tenaga puskesmas di kabupaten Aceh Besar dan kesesuaian jumlah tenaga dengan kebutuhan. Metode Penelitian: Jenis penelitian ini adalah Non Exsperimental dengan rancangan studi kasus. Subjek penelitian adalah bagian perencanaan tenaga Dinas Kesehatan yaitu Kepala Dinas, Kepala Tata Usaha, kepala Kepegawaian Dinas Kesehatan, kepala kepegawaian Pemda Aceh Besar, Kepala Puskesmas dan kepala Tata Usaha/Kepegawaian Puskesmas yang menjadi sampel, yaitu 3 Puskesmas dari total populasi 17 Puskesmas, pengambilan sampel mengunakan porposisive sampling. Penelitian ini juga mengukur kebutuhan tenaga puskesmas dengan alat ukur DSP Depkes RI 1999 guna memberikan gambaran jumlah tenaga yang seharusnya dibutuhkan berdasarkan beban kerja, analisis data disajikan secara deskriptif dalam bentuk tablel dan narasi. Hasil penelitian: Dalam perencanaan tenaga Puskesmas di Kabupaten Aceh Besar Dinas Kesehatan tidak mempunyai sistim informasi data ketenagaan yang tepat, tidak pernah dilakukan evaluasi tenaga dan tidak melibatkan Puskesmas. Ketersediaan tenaga di Puskesmas tidak merata ada yang 152 orang ada yang hanya 31 orang, dalam pendistribusian tenga dinas sering di intervesi pejabat dan pihak yang berkepentingan bahkan kadang dalam bentuk teror. Setelah dihitung dengan DSP Depkes 1999 dari 3 puskesmas yang menjadi sampel, hasilnya 2 pukesmas kelebihan tenaga yaitu Kuta baro yang tersedia 152 orang yang dibutuhkan 47 orang, Baitussalam yang tersedia 81 orang yang dibutuhkan 38 orang, sedangkan 1 Puskesmas yaitu Jantho kekurangan tenaga yang ada 31 orang sedangkan dibutuhkan 40 orang. Selain hal tersebut diatas kesenjangan disebabkan berbagai faktor diantaranya faktor keamanan yang tidak kondusif, memo dari pejabat, Dinas kesehatan tidak mempunyai tenaga yang profesianal dalam perencanaan SDM dan tidak mengunakan suatu alat ukur/metode perhitungan yang ada, hanya dengan kira-kira dan membanding bandingkan satu puskesmas dengan puskesmas lainnya
Background: During this time, the placement of Primary Health Care officer in the district of Aceh Besar was not evenly distributed and not suitable with the work burden of the Primary Health Care. The aim of this research was to obtain description of planning and distribution of Primary Health Care officers in the district of Aceh Besar and suitability number of officers with the need. Method: This was a non-experimental research with case study design. The subject of this research was planning division of Health Office such as the head of Health Office, head of administration, head of personnel of Health Office, head of personnel of regional government of Aceh Besar, head of Primary Health Care and head of administration/personnel of the Primary Health Care which was selected as the sample, that was 3 Primary Health Care from the total population of 17 Primary Health Care, and the sample was taken by using purposive sampling method. This research also measured the need of Primary Health Care officers with instrument of DSP Department of Health RI 1999 in order to obtain description about the number of officers that should be needed based on work burden. Data analysis was presented descriptively in the form of table and narration. Result: In the planning of Primary Health Care officers in the district of Aceh Besar, the Health Office did not have appropriate personnel data information system, personnel evaluation never been evaluated and did not involved the Primary Health care, the availability of Primary Health Care officers was not evenly distributed since there were 152 people in some areas and there were only 31 people in some areas, the distribution of health care personnel often being intervened by top management and other related parties which sometimes could be such a terror. After being calculated with DSP Department of Health 1999, from 3 Primary Health Care sampling it showed that 2 Primary Health Care had over personnel such as in Kuta Baro there was 152 people and yet only 47 needed, in Baitussalam there was 81 people and yet only 38 needed, while in Primary Health Care in Jantho, there was a lack of personnel since there was only 31 people but 40 needed. The imbalance was caused by various factors such as security factor that is not conducive, memo from the top management, Health Office did not have professional health care personnel in the planning of human resources and did not using an instrument/calculation method, and yet only with estimation as well as compare one Primary Health Care to another.
