Dinamika Penerimaan Teknologi Informasi SIMAPI pada Peternak Sapi di Kabupaten Boyolali

Penelitian ini membahas dinamika penerimaan teknologi informasi SIMAPI (Sistem Monitoring Sapi) pada kalangan peternak sapi di Kabupaten Boyolali. SIMAPI merupakan inovasi digital yang dikembangkan untuk membantu pencatatan, pemantauan dan pengelolaan usaha peternakan secara lebih efisien dan terstruktur. Namun, keberhasilan adopsi teknologi semacam ini sangat bergantung pada penerimaan pengguna akhir dalam hal ini para peternak yang memiliki latar belakang, kebiasaan, dan tingkat literasi digital yang beragam. Penelitian ini menggunakan pendekatan kualitatif fenomenologi. Data diperoleh melalui wawancara mendalam dan focus group discussion dengan para peternak, tenaga kesehatan, serta pihak-pihak yang terlibat dalam implementasi SIMAPI, seperti Disnakkan Kabupaten Boyolali. Tujuan utama penelitian ini adalah untuk memahami sejauh mana SIMAPI diterima dan dipahami oleh peternak serta faktor-faktor yang mendorong dan menghambat keberhasilan dalam proses adopsinya. Hasil penelitian menunjukkan bahwa SIMAPI dimaknai beragam oleh para peternak. Selain faktor teknis, aspek sosial dan budaya juga berkontribusi terhadap tingkat penerimaan. Beberapa peternak merasa asing atau tidak terbiasa dengan sistem digital dan masih lebih nyaman melakukan pencatatan secara manual. Elemen kunci penerimaan SIMAPI yang ditemukan dalam penelitian ini adalah elemen regulasi dan infrastruktur, yang notabene sangat bergantung pada kesiapan penyelenggara SIMAPI yaitu pemerintah. Jika elemen kunci ini disiapkan dan dikomunikasikan dengan sempurna, peneliti memprediksi bahwa elemen demografi dan internal peternak yang menjadi hambatan akan sangat mudah untuk diatasi.
This study explores the dynamics of information technology acceptance of SIMAPI (Sistem Monitoring Sapi / Cattle Monitoring System) among cattle farmers in Boyolali Regency. SIMAPI is a digital innovation developed to facilitate more efficient and structured record-keeping, monitoring, and management of livestock farming. However, the success of technology adoption greatly depends on end-user acceptance i.e. the farmers who possess diverse backgrounds, habits, and levels of digital literacy. This research employs a qualitative phenomenological approach. Data were collected through in-depth interviews and focus group discussions with farmers, veterinary personnel, and other stakeholders involved in the implementation of SIMAPI.The primary aim of the study is to understand the extent to which SIMAPI is accepted and comprehended by farmers, as well as to identify the driving and inhibiting factors that affect the success of its adoption. Findings reveal that farmers interpret SIMAPI in various ways. Acceptance of the system is fluid and dynamic.
Some farmers express interest and enthusiasm, recognizing the benefits of digital record-keeping in terms of efficiency and transparency. However, others face difficulties in understanding, accessing, and operating the application. Major barriers identified include age, education level, traditional farm management practices, and reliance on opinion leaders in livestock management decision-making. These factors have implications for the limited availability of digital devices (such as smartphones) and low levels of access and ability to use digital tools.In addition to technical factors, social and cultural aspects also contribute to the level of acceptance. Key elements for SIMAPI acceptance identified in this study include regulatory and infrastructural support, which are highly dependent on the readiness of SIMAPI organizers, namely the government. If these key elements are properly prepared and communicated, demographic and internal factors among farmers that currently act as barriers could be effectively overcome. The study concludes that the acceptance of SIMAPI technology by farmers cannot be enforced through a top-down approach, instead, a participatory approach that emphasizes understanding local context, farming culture, and the sustainability of assistance is essential.
