Indigenous Blue Entrepreneurship: A Case Study of Sasi Laut In Folley, Raja Ampat

Penelitian ini didedikasikan untuk mengeksplorasi bagaimana sistem ritual Sasi Laut dipraktikkan oleh komunitas adat di Kampung Folley, Raja Ampat, serta bagaimana ritual ini dapat dimaknai sebagai bentuk kewirausahaan berbasis budaya dan ekologi. Dalam proses menganalisis dinamika tersebut, penelitian ini mengembangkan sebuah pendekatan teori baru yang disebut Indigenous Blue Entrepreneurship (IBE), yang merupakan sintesis dari teori Blue Entrepreneurship dan Indigenous Entrepreneurship. IBE menegaskan sebuah model kewirausahaan adat yang berakar pada pengetahuan lokal dan nilai-nilai spiritual dalam pemanfaatan sumber daya laut secara berkelanjutan demi kesejahteraan kolektif.

Penelitian ini menggunakan pendekatan kualitatif dengan metode etnografi, yang melibatkan observasi partisipan, wawancara mendalam, serta dokumentasi kehidupan masyarakat pesisir di Folley. Temuan penelitian menunjukkan bahwa sistem Sasi Laut secara holistik bukan hanya mekanisme adat untuk mengelola sumber daya, tetapi juga ekspresi kewirausahaan berbasis budaya, dengan keterlibatan aktif gereja dan LSM dalam memperkuat legitimasi dan inovasi dalam sistem Sasi Laut. Namun, tantangan signifikan muncul, seperti tekanan dari praktik perikanan berlebihan yang dilakukan pihak luar (kapal-kapal dari Sorong), aktivitas merusak oleh nelayan lokal (Wejim), dominasi pengetahuan dari pihak gereja, serta melemahnya penggunaan bahasa Matbat di kalangan generasi muda.

Penelitian ini berkontribusi pada pengembangan teori kewirausahaan berbasis adat serta menawarkan sebuah pendekatan inovatif untuk memahami hubungan mendalam antara budaya, spiritualitas, dan ekonomi kelautan. Rekomendasi penelitian berfokus pada penguatan institusi adat, penguatan sistem distribusi ekonomi dan perlindungan ekologi pesisir oleh pemerintah, serta revitalisasi bahasa dan pendidikan ekologi bagi generasi muda.

This research is dedicated to exploring how the Sasi Laut ritual system is practiced by indigenous communities in Folley Village, Raja Ampat, and how this ritual can be interpreted as a form of culture and ecology-based entrepreneurship. In the process of analyzing these dynamics, this research develops a new theory approach called Indigenous Blue Entrepreneurship (IBE), which is a synthesis of Blue Entrepreneurship and Indigenous Entrepreneurship theories. IBE asserts an indigenous entrepreneurship model that is grounded in local knowledge and spiritual values in the sustainable utilization of marine resources for collective well-being.

This research uses a qualitative approach with ethnographic methods, involving participant observation, in-depth interviews, and documentation of the lives of coastal communities in Folley. The research findings show that the Sasi Laut system is holistically not only a customary mechanism to manage resources, but also an expression of culture-based entrepreneurship, with active involvement from the church and NGOs in strengthening legitimacy and innovation in the Sasi Laut system. However, significant challenges arise, such as pressure from external fisheries overproduction (fishing boats from Sorong), destructive activities by local fishers (Wejim), domination of knowledge from the church, and the weakening of the Matbat language among the younger generation.

This research contributes to the development of indigenous-based entrepreneurship theory and offers an innovative approach to understanding the deep relationship between culture, spirituality, and the marine economy. The recommendations focus on strengthening indigenous institutions, reinforcing the government's economic distribution system and coastal ecological protection, and revitalizing the language and ecological education of the younger generation.
