Pemodelan Spasial Daya Dukung Lingkungan Berbasis Kemampuan Lahan Untuk Evaluasi Kesesuaian Pemanfaatan Ruang Di Kabupaten Sorong Selatan

An environmental carrying capacity approach based on land capability can be key to formulating environmentally friendly spatial planning. This study aims to (1) analyze the status of environmental carrying capacity based on land capability, (2) evaluate environmental carrying capacity based on land capability, and (3) develop spatial utilization scenarios based on environmental carrying capacity and land capability in South Sorong. The spatial data used include Landsat-8 imagery, Digital Elevation Model (DEM), land system maps, Indonesia's base map (RBI), spatial pattern maps, disaster risk maps, and soil maps. Secondary data include productivity and commodity unit price data from the Agriculture Office and the Central Statistics Agency. Land capability classes were analyzed using a spatial approach based on land system data and validated through field surveys. Environmental carrying capacity was analyzed using the Regulation of the Minister of Environment No. 17 of 2009, with land capability classes serving as the unit of analysis. Spatial utilization directives were assessed using four scenarios, considering regional functions and land capability classes.
The findings of the study indicate that: (1) The land carrying capacity status in South Sorong remains at a surplus value. This phenomenon is still possible due to the availability of sufficiently vast land while the population remains relatively small, limiting land demand. However, population growth trends must be a primary focus, particularly in districts serving as governmental and economic centers. (2) The evaluation of land cover, land capability, and spatial patterns in the Regional Spatial Plan (RTRW) reveals that some land use does not align with environmental carrying capacity based on land capability, particularly in land capability classes V-VIII, which are designated as protected areas. (3) Spatial utilization directives are divided into four scenarios based on (a) land capability; (b) land capability and designated protected areas; (c) land capability, protected areas, and the RTRW; and (d) land capability, protected areas, RTRW, actual land use, and Indigenous Customary Law (MHA) territories. Consequently, the RTRW should be revised by prioritizing Scenario IV as the most ideal and optimal spatial utilization directive for implementation in South Sorong.
