Eksklusif/Inklusif Manajemen Talenta Sektor Publik: Studi Kasus Implementasi Manajemen Talenta di Kementerian Keuangan

Talent Management (MT) is considered as an effective system that not only ensures to gather and acquire the best employee candidates, but also manages these employees to perform and provide optimal benefits to the organization. In running an MT program, two general approaches are commonly used. Exclusive Talent Management (EMT) and Inclusive Talent Management (IMT).
Several global studies have examined the use of ETM and ITM approaches in the public sector. The results state that the ETM approach is less relevant to the culture of public sector organizations that emphasize the principles of collectivity, public values, and rules related to bureaucracy.
This thesis examines the implementation of Talent Management (TM) in the public sector, specifically through a case study of the Ministry of Finance (Kemenkeu) in Indonesia. The research aims to analyze the approaches used in TM—exclusive, inclusive, or a hybrid model—and to identify the supporting and inhibiting factors in its implementation.
Utilizing a qualitative methodology with a case study approach, data was collected through in-depth interviews with key informants involved in the TM process, including TM managers and talented employees. The findings reveal that Kemenkeu employs a hybrid approach to TM, predominantly leaning towards exclusive practices, which has implications for employee engagement and perceptions of fairness.
Factors supporting the implementation include strong leadership commitment, clear regulatory frameworks, and a robust organizational culture. However, challenges such as employee commitment, resistance to change, and limited availability of target positions hinder the effectiveness of TM. The study contributes to the understanding of TM in the public sector and offers recommendations for enhancing its implementation, ensuring fairness, and fostering a more inclusive environment for all employees.
