Keberadaan badan Perwakilan Desa (BPD) sebagai institusi baru yang berfungsi sebagai parlemen desa merupakan harapan baru bagi proses demokratisasi di desa. Kedudukan yang baru dengan kewenangan yang tegas memberikan peluang sebagai alternatif baru bagi proses penyaluran aspirasi yang diharapkan mampu menjembatani antara kepentingan warga masyarakat dengan pemerintah desa. Studi ini berusaha untuk mengidentifikasi peranan BPD sebagai parlemen desa. Teori-teori yang digunakan mencakup teori te ntang demokrasi, demokrasi perwakilan (representatif), tugas dan fungsi sistem perwakilan politik, peranan BPD sebagai parlemen Desa, perwujudan demokrasi di tingkat desa dan proses pengambilan keputusan BPD. Penelitian ini mempergunakan penelitian kualita tif dengan jenis penelitian deskriptif. Sedangkan teknik pengumpulan datanya menggunakan teknik wawancara mendalam, observasi dan dokumentasi Dalam proses rekrutmen anggota BPD ternyata telah memenuhi kriteria teori representatif dengan pola atau tipe hubungan pertanggung jawaban politik antara BPD dengan masyarakat cenderung kearah politico. Keberadaan BPD memiliki peranan yang sangat signifikan, dengan kedudukan sebagai lembaga legislatif di desa sangat menentukan dalam proses pengambilan keputusan melalui fungsi-fungsi yang dilaksanakan. Fungsi-fungsi itu meliputi fungsi menampung aspirasi masyarakat, legislasi, dan pengawasan. Ketiga fungsi itu secara umum dapat dilaksanakan dengan baik, walaupun penuh dinamika sebagai aktualisasi dari berbagai perbedaa n kepentingan. Namun pada akhirnya mampu membungkus dinamika tersebut menjadi suatu proses pembelajaran berdemokrasi di tingkat desa.

The existence of village representative body (Badan Perwakilan Desa, as known as BPD) as functioning as countryside parliament is give a new hope in institutionalizing democratize governance at the grass root level. This new institution is expected to represent the society aspiration. This thesis is identity the role of BPD as countryside parliament. Utilized theories include; the term of democracy, theory of politic representative system, the role of BPD, politic institutional building and the decision-making possesses at the grass root level. This research use qualitative method with descriptive research type. Its data collecting technique is use circumstantial interview technique, documentation and observation. The recruitment of members of BPD in the reality have fulfilled theory criterion of representative democracy in which the type of political accountability between BPD and the society tend to up at politico. BPD have very role of decision making through the function cover of representative, legislations and controlling. Third those functions generally can be executed better, although the process is full of differences interest but it seem as a political dynamic. In addition, at he end can reduce those various differences to get some learning as part of democracy. By the strength ness and weakness, BPD is expected to become political institutional building and democratic learning for the society, especially for the grass root level. But, it is still need some commitments to improve the perfor mance of BPD supported by the government of Sleman Region and also the public control as the constituent.
