Politik Integrasi Komoditas Ke Rantai Nilai Global: Studi Kasus Komoditas Pala di Halmahera Utara

Penelitian ini dilatarbelakangi dari kondisi kontras yang terjadi di Halmahera Utara sebagai wilayah sentra produksi pala yang sangat dekat dengan perdagangan global, namun wilayah tersebut belum terintegrasi ke rantai nilai global. Penelitian ini mencoba melihat keterlibatan negara yang termanifestasi melalui Pemerintah Halmahera Utara dalam praktik integrasi komoditas ke rantai nilai global. Tujuan dari penelitian ini untuk menemukan penyebab atau faktor yang mempengaruhi Halmahera Utara belum melakukan ekspor komoditas pala meskipun produksi sangat melimpah. Konteks faktor atau penyebab dianalisis melalui peran Pemerintah Halmahera Utara sebagai aktor yang berperan penting dalam proses integrasi komoditas. Penelitian ini merupakan studi lapangan yang dilakukan di Halmahera Utara menggunakan metode wawancara terhadap dinas strategis yang berperan dalam produksi dan distribusi komoditas pala. Analisis penelitian ini menggunakan konsep Global Value Chain dan konsep Clientelist Political Settlementas. Hasil penelitian menunjukan terdapat beberapa penyebab yang mempengaruhi Halmahera Utara belum terintegrasi ke rantai nilai global yaitu; terdapat kepentingan elit yang menghambat ekspor pala. Kemudian, kepentingan elit tersebut beroperasi dalam model clientelist political settlements. Temuan tersebut menunjukan urgensi Pemerintah Halmahera Utara dalam proses integrasi sebuah komoditas. Proses integrasi komoditas tidak hanya ditentukan oleh negara, namun terdapat level yang lebih kecil seperti Pemerintah Halmahera Utara turut mempengaruhi proses integrasi komoditas.

This research is motivated by the contrasting conditions that occur in North Halmahera as a nutmeg production center that is very close to global trade, but the region has not been integrated into global value chains. This research examines the state's involvement, as embodied through the North Halmahera government, in the practice of commodity integration into global value chains. The objective of this study is to identify the factors that influence North Halmahera's decision to abstain from exporting nutmeg commodities, despite the presence of substantial production. The North Halmahera Government's role as an actor in the commodity integration process is analyzed to understand the context of factors or causes. This research constitutes a field study conducted in North Halmahera, employing an interview method with strategic agencies that play a role in the production and distribution of nutmeg commodities. The analysis of this research utilizes the concepts of Global Value Chain and Clientelist Political Settlement. The results indicated that several factors contribute to North Halmahera's exclusion from the global value chain. Specifically, the presence of elite interests has been identified as a hindrance to nutmeg exports. These elite interests then operate within the clientelist political settlements model. These findings underscore the North Halmahera Government's pressing need to integrate a commodity.
