This study aims to analyze the impact of implementing Asset Retirement Obligation (ARO) on the investment feasibility and funding structure of the strategic Rokan Oil Pipeline Project by PT. X. The project involves a 20-year cooperation with PT. Y as the main Production Sharing Contract operator.
The research employs capital budgeting methods (NPV, IRR, MIRR, PI, and DPP), sensitivity analysis of key variables, and a real options approach to evaluate the contract extension decision. Additionally, the study compares two ARO funding schemes: (i) additional loan invested in long-term bonds, and (ii) annual provision funding throughout the project’s life cycle.
The results show that incorporating ARO reduces the financial feasibility indicators. Nevertheless, all indicators remain above the minimum threshold for feasibility. The real options analysis indicates that a contract extension becomes financially viable only if the company secures a minimum fee of 4.54%. Meanwhile, the annual provision scheme proves to be more efficient, as it avoids additional interest burdens and maintains the original capital structure.
The study recommends integrating ARO into investment planning from the outset, supported by an optimal funding strategy to ensure the long-term financial sustainability and profitability of the project.
