Sebagai
hasil sintesis, penelitian ini merumuskan teori lokal “Kesiapsiagaan
Komunal-Spontan Berlandaskan Koordinasi Informal, Modal Sosial, dan Keyakinan
Lokal”. Teori ini menjelaskan bagaimana sebuah komunitas, bahkan dengan
minimnya dukungan sistem formal, mampu memenuhi fungsi-fungsi penting dari
indikator kesiapsiagaan universal. Mekanisme ini bekerja melalui koordinasi
informal yang cepat, dimodali oleh modal sosial yang kuat, serta dibingkai oleh
keyakinan lokal dan motif ketahanan ekonomi. Dengan demikian, temuan ini tidak
hanya menyoroti dinamika bottom-up dalam manajemen risiko, tetapi juga
menawarkan sebuah kerangka kerja alternatif yang fungsional, sekaligus
mengungkap adanya ketidakterhubungan antara kekuatan komunal yang nyata dengan
sistem kebencanaan formal yang ada.
As
one of the most visited tourist areas in East Java, preparedness among local
tourism stakeholders in Telaga Sarangan urgently needs to be explored to ensure
the sustainability and resilience of the tourism economy in the face of
potential environmental disasters. This inductive study aims to explain the
community's preparedness system for disasters in tourism management in
Sarangan, Magetan, which is a vital economic destination but vulnerable to
natural and non-natural disasters. Despite high disaster risks, community
awareness of disasters tends to be low, while formal systems have not
functioned optimally. Through in-depth interviews and observations, it was
found that preparedness in Sarangan is characterized by spontaneous communal
responses, driven by local economic interests, and influenced by cultural and
spiritual beliefs.
As
a result, this study formulates a local theory of “Spontaneous Communal
Preparedness Based on Informal Coordination, Social Capital, and Local
Beliefs.” This theory explains how a community, even with minimal formal
support, is able to fulfill the important functions of universal preparedness
indicators. This mechanism operates through rapid informal coordination,
supported by strong social capital, and framed by local beliefs and economic
resilience motives. Thus, these findings not only highlight the bottom-up
dynamics in risk management but also offer a functional alternative framework,
while revealing the disconnect between the actual communal strength and the
existing formal disaster management system.
