This study focuses on the development of "Rembuelang" butterfly pea syrup produced by the Women Farmers Group (KWT) Mekar Abadi, located in Kapanewon Pakem, Sleman Regency, Special Region of Yogyakarta. The production of Rembuelang syrup is driven by the abundant availability of butterfly pea flowers. However, the current formula of Rembuelang syrup does not yet meet the regulatory standards set by the Indonesian Food and Drug Authority (BPOM) and the Indonesian National Standard (SNI 3544:2013), as the sugar content of the syrup is 59%. On the other hand, the rapid growth of the Hotel, Restaurant, and Café (Horeka) sector in the Special Region of Yogyakarta during the 2021–2024 period presents a significant opportunity for the marketing and sales of butterfly pea syrup, in line with the increasing demand for natural beverage products. Therefore, this study aims to develop a product that aligns with consumer preferences using the Quality Function Deployment (QFD) approach. The main stages in QFD include the Voice of Customer (VOC), House of Quality (HOQ), as well as result analysis and interpretation. Based on the VOC and HOQ stages conducted for the butterfly pea syrup, the priority attribute that needs improvement in the original Rembuelang syrup is taste. The technical requirements to produce a butterfly pea syrup that meets consumer needs and preferences are the addition of 9% butterfly pea extract and 50 ml of lemon extract. The developed Rembuelang syrup contains 65.53% sugar, thus complying with the regulatory standards compared to the original version.
