INTISARI

Penelitian ini bertujuan untuk mengkaji problematika dalam pelaksanaan kerja sama antara Kepolisian dan Inspektorat dalam penanganan tindak pidana korupsi yang terjadi pada Organisasi Perangkat Daerah (OPD) di Kabupaten Seram Bagian Barat. Fokus penelitian ini diarahkan untuk menjawab problematika yang muncul dalam implementasinya, serta merumuskan solusi untuk meningkatkan efektivitas kerja sama antar kedua lembaga.

Penelitian ini menggunakan metode penelitian hukum normatif-empiris dengan pendekatan deskriptif kualitatif. Data primer diperoleh melalui wawancara mendalam dengan aparat Kepolisian dan Inspektorat Kabupaten Seram Bagian Barat, sedangkan data sekunder dikumpulkan melalui studi pustaka yang mencakup peraturan perundang-undangan, dokumen resmi, literatur ilmiah, serta hasil penelitian terdahulu yang relevan.

Hasil penelitian menunjukkan bahwa pelaksanaan kerja sama antara Kepolisian dan Inspektorat masih menghadapi berbagai kendala, terutama terkait perbedaan pendekatan antara kedua instansi, di mana Inspektorat lebih menitikberatkan fungsi pengawasan dalam ranah administratif, sementara Kepolisian berfokus pada penegakan hukum. Selain itu, terdapat ketidakteraturan dalam mekanisme pelaporan kasus dugaan korupsi, dimana terdapat penyampaian langsung oleh masyarakat kepada Kepolisian tanpa melalui Inspektorat terlebih dahulu. Oleh karena itu, penelitian ini merekomendasikan perlunya penyelarasan paradigma dan pendekatan antara Inspektorat dan Kepolisian, serta penguatan mekanisme pelaporan yang terintegrasi. Penelitian ini diharapkan dapat memperkuat sinergi antara Aparat Pengawasan Intern Pemerintah (APIP) dan Aparat Penegak Hukum (APH), serta menjadi acuan dalam perumusan kebijakan yang lebih efektif di masa mendatang.

ABSTRACT

This research aims to examine the problems in the implementation of cooperation between the Police and the Inspectorate in handling corruption crimes occurring within Regional Government Organizations (OPD) in West Seram Regency. The focus of this study is directed at identifying the problems emerging in its implementation and formulating solutions to enhance the effectiveness of cooperation between the two institutions.

This research employs a normative-empirical legal research method with a descriptive qualitative approach. Primary data were obtained through in-depth interviews with officers from the Police and the Inspectorate of West Seram Regency, while secondary data were collected through literature studies covering laws and regulations, official documents, scientific literature, and relevant previous research findings.

The results of this study indicate that the implementation of cooperation between the Police and the Inspectorate still faces various obstacles, particularly concerning differences in approach between the two institutions. The Inspectorate tends to emphasize its supervisory function within the administrative domain, while the Police focus on law enforcement efforts. Additionally, there is irregularity in the reporting mechanism for alleged corruption cases, where there is direct communication from the public to the Police without going through the Inspectorate first. Therefore, this study recommends the need for harmonization of paradigms and approaches between the Inspectorate and the Police, as well as strengthening an integrated reporting mechanism. It is expected that this research can enhance synergy between the Government Internal Supervisory Apparatus (APIP) and Law Enforcement Agencies (APH), and serve as a reference in formulating more effective policies in the future.
