Efektivitas Pelaksanaan Pemberian Tax Holiday pada Industri Pembangkit Listrik Energi Terbarukan dan Perbandingannya dengan Negara Lain

Tax holiday is a form of fiscal incentive provided by the Indonesian government to stimulate investment, including in the renewable power generation sector. However, there has been no specific evaluation assessing the effectiveness of this policy in supporting the development of clean energy. This study aims to evaluate the effectiveness of tax holiday implementation in Indonesia’s renewable energy power sector and to identify lessons learned from similar policies in China and Vietnam.
This research employs a qualitative approach using a normative-empirical legal method, complemented by comparative analysis of international policy practices. Data were collected through document review, in-depth interviews with relevant institutions (DJP, BKF, Directorate General of New and Renewable Energy, and KADIN), as well as quantitative analysis of investment trends and installed capacity in the renewable energy sector. The evaluation uses the Critical Success Factors (CSF) framework, focusing on three main indicators: stakeholder engagement, implementation strategy, and public information dissemination.
The results show that the tax holiday policy has not been effective in promoting energy transition. The scheme lacks sector-specific targeting for renewable energy, suffers from weak institutional coordination, and is not linked to data-driven evaluations of energy mix and emission reduction. In contrast, policy practices in China and Vietnam demonstrate higher effectiveness through selective, integrated, and outcome-based incentives. This study recommends reforming the tax holiday policy to be more adaptive to the needs of the renewable energy sector and to align with the national energy transition strategy.
