Evaluasi Kinerja Pelayanan Feeder Wira Wiri Terhadap Kondisi Eksisting Struktur Ruang Kota Surabaya

Kota Surabaya, sebuah kota metropolitan, memiliki tujuan pengembangan kota yang mengarah pada kota perdagangan dan jasa. Infrastruktur transportasi yang efisien sangat penting dalam mendukung perkembangan kota Surabaya sebagai kota metropolitan berbasis perdagangan dan jasa. Pemerintah kota Surabaya telah menyediakan moda angkutan umum berupa bus yang beroperasi pada empat koridor. Namun kinerja angkutan bus belum optimal dalam menjangkau kantung-kantung penumpang. Oleh karena itu diluncurkan moda angkutan pengumpan (feeder) bernama wira-wiri Surabaya dengan tujuan menarik minat masyarakat menggunakan transportasi umum.

Penelitian ini bertujuan untuk mengevaluasi kinerja moda angkutan feeder Surabaya dan bagaimana kinerja moda angkutan saat ini telah mendukung rencana struktur ruang kota Surabaya. Variabel yang digunakan dalam penelitian ini adalah kinerja dan struktur ruang kota.Untuk mengetahui penilaian kinerja, dilakukan analisis terhadap empat indikator yaitu faktor muat, waktu tempuh, kecepatan rata-rata, biaya perjalanan, dan banyaknya perpindahan yang dilakukan oleh penumpang. Untuk mengetahui keselarasan struktur ruang dan kinerja moda angkutan dilakukan analisis menggunakan metode deskriptif dengan melihat keterkaitan antara hasil evaluasi faktor muat dengan titik-titik pusat perkotaan Kota Surabaya.

Hasil penelitian menunjukan bahwa kinerja pelayanan moda angkutan feeder Surabaya masih belum optimal. Berdasarkan hasil analisis pada struktur ruang kota Surabaya, masih terdapat kawasan-kawasan potensial yang belum terlayani baik oleh moda angkutan kota. Saat ini pelayan masih terdapat titik-titik yang belum terhubung oleh moda angkutan transportasi sehingga hasil evaluasi kinerja moda angkutan feeder Kota Surabaya saat ini belum mampu mencapai hasil yang maksimal.

Surabaya, a metropolitan city, aims to develop its urban space towards a city focused on trade and services. Efficient transportation infrastructure is crucial in supporting the development of Surabaya as a trade and service-based metropolitan city. The government has provided buses as public transportation operating in four corridors. However, the bus performance has not been optimal in reaching passenger pockets. Therefore, a new public transportation mode named feeder wira-wiri Surabaya was launched attract public interest in using public transportation.

This research aims to evaluate the performance of Surabaya feeder public transportation and how it relates to Surabaya city’s structure pattern in providing services to the community. The variables used in this study are performance assessment and urban spatial structure. To determine the performance assessment, four indicators were analyzed, namely load factor, travel time, average speed, travel cost, and the frequency of passenger transfers. To determine the alignment of the spatial structure and performance of the mode of transportation, an analysis using descriptive methods was carried out by looking at the relationship between the results of the evaluation of load factors with the urban center points of Surabaya City.

The research findings indicate that the performance of Surabaya feeder transportation mode services is still not optimal. Based on the results of the analysis on the spatial structure of the city of Surabaya, there are still potential areas that have not been well served by the city transportation mode. Currently, there are still points of the central activity that have not been connected by the transportation mode so that the results of the evaluation of the performance of the Surabaya City feeder transportation mode are currently not able to achieve optimal results.
