Peran Sektor Pertanian dalam Pembangunan Ekonomi Kabupaten Magelang

Pembangunan ekonomi daerah merupakan suatu proses upaya untuk meningkatkan pendapatan masyarakat sehingga lebih tinggi dibandingkan laju pertumbuhan penduduk. Sektor pertanian memiliki peran penting dalam pembangunan ekonomi daerah, terutama bagi daerah yang masih mengandalkan potensi sumber daya alam seperti Kabupaten Magelang. Penelitian ini bertujuan untuk (1) mengevaluasi peran sektor pertanian Kabupaten Magelang pada dua periode perencanaan pembangunan; dan (2) menentukan faktor dominan yang mempengaruhi peran sektor pertanian Kabupaten Magelang pada dua periode perencanaan pembangunan. Parameter tujuan penelitian ini dibagi dalam dua periode, yaitu sebelum penerapan RPJMD 2019 dan setelah penerapan RPJMD 2019 Kabupaten Magelang. Data yang diolah adalah PDRB ADHK sektoral Kabupaten Magelang dan Provinsi Jawa Tengah tahun 2015 - 2018 dan 2020 – 2023. Alat analisis yang digunakan yaitu analisis Location Quotient (LQ), Dynamic Location Quotient (DLQ), dan Shift share. Hasil penelitian menunjukkan bahwa baik pada periode awal maupun periode akhir, sektor pertanian memiliki nilai LQ > 1 dan DLQ < 1>Shift share yang paling dominan pada sektor ini pada dua periode RPJMD adalah regional share, kemudian diikuti oleh  pergeseran diferensial, dan pergeseran proporsional. Hal ini berarti aktivitas ekonomi regional di Jawa Tengah merupakan faktor paling dominan yang mempengaruhi peran sektor pertanian Kabupaten Magelang pada dua periode RPJMD tersebut. Nilai LQ, DLQ, dan seluruh komponen Shift share pada sektor pertanian menunjukkan adanya penurunan pada periode akhir. Hal ini terjadi karena perbedaan fokus kebijakan, program kerja, dan pagu indikatif antar periode RPJMD.

Regional economic development is a process aimed at increasing the income of the population to a level higher than the rate of population growth. The agricultural sector plays a crucial role in regional economic development, especially in areas that still rely on the potential of natural resources, such as Magelang Regency. This study aims to (1) evaluate the role of the agricultural sector in Magelang Regency during two development planning periods; and (2) identify the dominant factors influencing the role of the agricultural sector in Magelang Regency in those two planning periods. The research objectives are divided into two periods: before the implementation of the 2019 Rencana Pembangunan Jangka Menengah Daerah (RPJMD) and after its implementation. The data used in this study are sectoral Gross Regional Domestic Product (GRDP) at constant prices (ADHK) for Magelang Regency and Central Java Province from 2015 to 2018 and from 2020 to 2023. The analytical tools employed are Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Shift share analysis. The results show that in both the initial and later periods, the agricultural sector had an LQ value greater than 1 and a DLQ value less than 1, placing it in the prospective sector quadrant. This means that while the sector is currently a base sector, it is not expected to remain so in the future. The most dominant component of the Shift share analysis for this sector during both RPJMD periods is the regional share, followed by differential shift and proportional shift. This indicates that regional economic activity in Central Java is the most influential factor affecting the role of the agricultural sector in Magelang Regency across both RPJMD periods. The values of LQ, DLQ, and all components of the Shift share analysis for the agricultural sector show a decline in the later period. This is due to differences in policy focus, work programs, and indicative budgets between the two RPJMD periods.
