Analyzing the Alignment of Indonesian Migrant Workers' Protection Policies: A Perspective of Government Analysis in Regional Government of Central Java

This study scrutinizes the implementation of Indonesian Migrant Workers (IMWs) protection in Central Java, one of the highest sources of IMWs in Indonesia. Despite the existence of a national legal framework, specifically Law No. 18/2017 and Government Regulation No. 59/2021, local-level adoption is scattered due to inadequate fiscal allocations, and less structured coordination mechanisms. This study employs qualitative methods, with Strategic Action Field (SAF) as the primary approach, to examine the macro, meso, and micro policy fields of policy implementation in collaboration with key stakeholders, including BP3MI, NGOs, street-level bureaucrats, and migrant unions. Moreover, this study fills a gap in migration studies, which have primarily focused on national implementation within the context of existing legal frameworks, highlighting the alignment at the local level to implement national policies that vary in characteristics depending on the region. This study identified a missing link between the mainstreaming of national legal frameworks at the macro level and the alignment of street-level bureaucrats at the micro level within the local coordination at the meso level. There is also a challenge in the limitation of local budgets and the need for integrating data in Central Java, which should be addressed to ensure that the meso components of migrant protection policy in Central Java are fulfilled.
