Praktik Demokrasi Deliberatif Jürgen Habermas dalam Proses Perumusan Kebijakan JakLingko di DKI Jakarta

Penelitian ini berjudul “Praktik Demokrasi Deliberatif Jürgen Habermas  dalam Proses Perumusan Kebijakan JakLingko di DKI Jakarta”. Titik tolak penelitian ini adalah dinamika 88 kali pertemuan yang mencerminkan inklusivitas dan partisipasi aktif berbagai aktor–pemerintah dan masyarakat sipil. Dengan pendekatan teori demokrasi deliberatif Jürgen Habermas, penelitian ini menelisik unsur filsafat politik dari proses perumusan kebijakan JakLingko di DKI Jakarta.

Penelitian ini merupakan model penelitian filsafat berbentuk masalah aktual dengan berupaya merefleksikannya ke dalam teori demokrasi deliberatif ala Jürgen Habermas. Data primer yang digunakan bersumber dari wawancara dengan pertanyaan terbuka dan mendalam, sedangkan data sekunder bersumber dari literatur-literatur yang relevan. Dari data tersebut akan dianalisis melalui unsur-unsur metodis filsafat, yaitu deskripsi, interpretasi, induksi dan deduksi, bahasa inklusif dan analogal, dan heuristik.

Penelitian ini menghasilkan: 1) proses perumusan kebijakan JakLingkoterwujud melalui empat bagian pendukung teori demokrasi deliberatif Jürgen Habermas: penerapan komunikasi rasional, ruang publik sebagai media wacana, partisipasi yang setara, dan keputusan berorientasi pada konsensus; dan 2) proses perumusan kebijakan JakLingko di DKI Jakarta menunjukkan aktualisasi dari cita-cita kedaulatan rakyat yang tidak didelegasikan secara buta sebab dibangun melalui budaya politik yang deliberatif ala Habermas dengan menjunjung kejujuran, rasionalitas, dan pengakuan timbal balik antar aktor politik—warga negara negara pemerintah.

This research is entitled "Jürgen Habermas' Deliberative Democracy Practices in the JakLingko Policy Formulation Process in DKI Jakarta". The starting point of this research is the dynamics of 88 meetings that reflect the inclusiveness and active participation of various actors—citizen and government. With the approach of Jürgen Habermas' deliberative democracies theory, this research examines the political philosophy of the JakLingko policy formulation process.

This research is a philosophical research model in the form of actual problems by trying to reflect them into Jürgen Habermas' deliberative democracy theory. The primary data used comes from interviews with open and in-depth questions, while secondary data comes from relevant literature. This data it will be analyzed through the methodological elements of philosophy, namely description, interpretation, induction and deduction, inclusive and analogous language, and heuristics.

This research resulted in: 1) the JakLingko policy formulation process that fulfills four supporting parts of the Jürgen Habermas’ deliberative democracy theory: the application of rational communication, public sphere as a medium of discourse, equal participation, and consensus-oriented; and 2) the JakLingko policy formulation process in DKI Jakarta telling that the actualization of the ideals of people's sovereignty that are not blindly delegated because they are built through a deliberative political culture that upholds honesty, rationality, and mutual recognition between political actors—citizen and government.
