POLITIK RUANG: ANALISIS PRODUKSI RUANG PADA PRAKTIK PARKIR DI PANTAI PADANG

Parking remains a major urban management issue in large cities. Yet urban management is crucial in creating inclusive and sustainable urban spaces for communities. The persistence of harmful parking practices is often labeled as illegal parking. These practices create private spaces on top of public spaces that should be freely accessible to all users and provide benefits from parking spaces. Based on this, this study aims to explain the phenomenon of production of space in urban areas, specifically in the case of parking spaces in Padang Beach.
This research was conducted using qualitative methods with a case study strategy. Data was obtained from in-depth interviews, observations, literature reviews, policy documents, and media. This study uses Henri Lefebvre's (1991) the theory production of space as an analytical framework to address the research question. Lefebvre's (1991) theory of production of space views space as a social product where social and economic relationships of space users with differing interests intersect. Production of space gives rise to the meaning of a space based on: 1) spatial practices; 2) representations of space; and 3) spaces of representations. This study employs Ribot & Peluso's (2003) theory of access to understand the process of production of space, where each actor uses their access as a tool for legitimizing spatial production.
The findings of this study show that urban space production occurs dynamically, involving various actors and interests. Therefore, the process of space formation is collectively produced by all space users within a certain period. Parking space production occurs due to the absence of a parking space concept in the planning of the Padang Beach tourist area and the lack of access control by the city government. This creates space for informal parking attendants to profit from parking spaces. Parking attendants then commodify public road shoulders into parking spaces that are temporarily controlled by parking attendants. However, the government later challenges these parking spaces through the concept of parking management under government control.
