The policy of utilizing domestic products in public procurement has become a strategic instrument to strengthen national economic self-reliance. However, the effectiveness of its implementation depends not only on normative compliance but also on the active participation of implementers beyond formal obligations, referred to as beyond compliance behaviour. This study aims to develop a conceptual and empirical model of beyond-compliance behaviour in the context of domestic products policy implementation and to identify its key determinants and their influence on the success of policy implementation.
The research employed a sequential mixed methods approach consisting of five phases: qualitative exploration for construct operationalization, development, and validation of measurement instruments; a quantitative survey involving 240 respondents from various government institutions; focus group discussions (FGDs) for finding validation; and qualitative case studies in four institutions with contrasting implementation characteristics. Quantitative data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS), while qualitative analysis was conducted to contextualize statistical findings within empirical realities.
The results indicate that beyond-compliance behaviour is a multidimensional construct reflecting affective commitment, performance orientation, and voluntary action to support policy goals. This behaviour is significantly influenced by perceptions of policy legitimacy, trust in the benefits of domestic products, and individual capacity and experience. These findings highlight the importance of strengthening both psychological and institutional factors to foster effective policy implementation and propose a behavioural model that may serve as a reference for designing value-based and intrinsically motivated policy interventions.
