Kontribusi Royalty sektor pertambangan umum terhadap anggaran pendapatan dan belanja daerah Kabupaten Kutai Timur

Tujuan dari penelitian ini adalah untuk mengetahui; (1). besarnya kontribusi Royalty terhadap Anggaran Pendapatan dan Belanja Kabupaten Kutai Timur, (2). tingkat efektivitas pengelolaan Royalty Kabupaten Kutai Timur, dan (3). besarnya rasio kepekaan pertumbuhan ekonomi daerah (PDRB) terhadap Royalty. Penelitian dilakukan secara purposive dengan menggunakan data sekunder yang diperoleh dari Biro Pusat Statistik serta instansi-instansi terkait. Data tersebut meliputi data jumlah penduduk Kabupaten Kutai Timur, Produk Domestik Regional Bruto atas dasar harga berlaku dan konstan, target dan realisasi royalty. Alat analisis yang digunakan adalah Kontribusi, Efektivitas dan Elastisitas Produk Domestik Regional Bruto terhadap perubahan royalty. Besarnya kontribusi royalty terhadap Anggaran Pendapatan dan Belanja Daerah Kabupaten Kutai Timur selama kurun waktu 2000-2004 adalah rata-rata sebesar 29,1%. Rata-rata tingkat efektivitas penerimaan royalty selama kurun waktu tersebut adalah 88% sehingga tingkat efektivitasnya tergolong efektif terhadap realisasi royalty per tahun. Di samping itu, rata-rata besarnya rasio kepekaan Produk Domestik Regional Bruto atas dasar harga berlaku dan konstan terhadap perubahan royalty Kabupaten Kutai Timur selama tahun 2000-2002 adalah masing-masing sebesar 21,4% dan 6,61%. Oleh karena itu perubahan Produk Domestik Regional Bruto sangat peka terhadap perubahan penerimaan royalty.

The aim of this study is to know; (1) The amount of contribution of Royalty toward The Budget of Local Expenditure and Income in Kutai Timur Regency, (2) The level of effectiveness of The Management of Royalty in Kutai Timur Regency, and (3) The amount of income sensitivity ratio of Local Economic Development toward Royalty. The study is done through purposive by using the second data which is gained from the Statistics Central Committee and the other institute. The data include the total population Kutai Timur Regency, The Gross Regional Domestic Product based on the valid and constant cost, the realization and target of the Royalty. The analysis tools which is used for contribution analysis, the effectiveness of the Royalty and the elasticity of the Gross Regional Domestic Product toward the change of Royalty. The amount of contribution of Royalty toward The Budget of Local Expenditure and Income in Kutai Timur Regency in that range the amount average is 29,1%. The average of effectiveness level in revenue of Royalty Kutai Timur Regency in that range is 88%, so effectiveness level is effective toward the realization of Royalty per year. Moreover, the average of amount of revenue sensitivity ratio of Gross Domestic Regional Product based on the valid and constant cost Kutai Timur Regency toward the change of Royalty for year 2000- 2002 is 21,4% and 6,61%. Therefore, the change of Gross Domestic Product is very sensitive toward the change in Royalty
