2004 | Tesis | Magister Administrasi PublikDengan perkembangan Kabupaten Merauke yang begitu pesat, Dinas Perhubungan Kabupaten Merauke masih mengalami kendala dalam melaksanakan tupoksinya diantaranya, tarikan dan bangkitan perjalanan orang dan barang semakin tinggi, terjadi urbanisasi akibat daya tarik kota, konsentrasi penduduk terpusat pada titik tertentu, pertambahan penduduk cukup tinggi, daya dukung lahan terbatas, sarana dan prasarana transportasi belum memadai. Tujuan penelitian ini untuk menganalisis efektivitas organisasi Dinas Perhubungan Kabupaten Merauke dengan metode deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan studi pustaka, pengamatan, wawancara, dan kuesioner. Teknik analisa data dilakukan dengan penilaian, interpretasi, dan penyimpulan data disamping tabulasi data dengan skala likert. Suatu organisasi dikatakan efektif apabila mempunyai tingkat adaptivitas dan fleksibilitas di dalam melaksanakan tugas pokok dan fungsinya. Hal itu harus ditunjang dengan struktur organisasi yang ramping, sumber daya manusia yang berkualitas dan gaya kepemimpinan yang demokratis-partisipatif. Dengan demikian organisasi itu dapat diharapkan mempunyai produktivitas yang tinggi, anggotanya responsif dan inovatif di dalam menjalankan tugasnya, serta merasakan tingkat kepuasan kerja yang tinggi. Dari hasil penelitian ini dapat diketahui tolok ukur efektivitas organisasi Dinas Perhubungan Kabupaten Merauke cukup baik. Kemampuan adaptasi-fleksibilitas sudah baik, setiap perkembangan dan harapan masyarakat selalu diupayakan untuk diatasi dan dimasukkan ke dalam program kerja. Produktivitas sudah baik dalam melaksanakan tugas pokok dan fungsi, tetapi masih banyak sumber-sumber pendapatan asli daerah melalui retribusi belum dikelola. Kepuasan Kerja cenderung rendah. penghargaan kepada pegawai yang berprestasi kurang, pembagian insentif belum adil, dan promosi jabatan belum obyektif, karena faktor kedekatan. Faktor pendukung efektivitas organisasi Dinas Perhubungan Kabupaten Merauke. Struktur Organisasi cukup baik. Strukur organisasi dibuat tidak atas dasar kebutuhan. Tugas pokok dan fungsi antar satuan organisasi tumpang tindih. Sumber Daya Manusia, dilihat dari kuantitas sudah mencukupi. Namun dilihat dari segi kualitas masih rendah, khususnya kemampuan manajemen transportasi. Kepemimpinan, gaya kepemimpinannya cenderung otoriter, kurang melibatkan bawahan di dalam proses pengambilan keputusan. Saran-saran yang direkomendasikan adalah: prestasi kerja pegawai perlu dihargai dan diberi penghargaan. Struktur organisasi perlu dirampingkan untuk menghindari pemborosan tenaga maupun biaya. Sumber daya manusianya perlu ditingkatkan melalui diklat teknis fungsional. Dalam rangka menciptakanpartnership yang sehat dan kondusif, pimpinan harus mengubah gaya kepemimpinannya dari otoriter menjadi demokratis-patisipatif.
Along with rapid devolepment Merauke Regency, Communication Departement of Merauke Regency still face many obstacles in doing it’s main tasks and functions, among them are, man and goods trips from and to one place more highly, urbanization take place as a result of city appeal, population consentration centered in certain points, population growth highly enough, field support force is limited and transportation infrastructures and means are insufficient. The aim of this research is to analyze organization effectiveness of Communication Departement in Merauke Regency by qualitatif-descriptive method. Data collected through literatures study, observation, interviews, and questionaries. The Data analyzed technique is done by data evaluation, interpretation, drawing conclusion and tabulation likert scale. An organization to be said effective whenever it have adaptive and flexible ability in doing it’s taks and functions. It must be support by slender organization structure, qulified human resources and democrative-participative leadership style. Thus, the organization can be expected having high productivity, responsive and inovative personnel in carry out their task, and they feel the high level job satispaction. From the results of this research that is organization effectiveness of Communication Departement in Merauke Regency is good enough. The adaptationflexibility ability is good. Developments and societies’s expects are all attempted to respond by and included into the programs of the Departement. In carrying out it’s main tasks and functions, productivity of the Departement is good. But a lot of original sources income of the regency has not been cultivated yet through retribution. Work satisfaction tend low. Appreciation to accomplished employees are lacking, division of incentives still unfair, and officials promotion seem unobjective because based on relationship propinquity. Contributing factors of the organization effectiveness of Communication Departement in Merauke Regency in terms of organization’s structure is good enough. But the structure is not based on necessity. The main tasks and functions are overlap in inter-units of the organization. Human resources, in terms of quantity, are adequate. But it low enough in quality, especially in transportation management capacity. The leadership style tend authoritarian, lack in engaging the suboordinates in decision making process. Some recommended advocations are: work achievements of the employee need to appreciated and rewarded. Organization structure need to be slenderized to avoid wasting of energy and cost. The human resources need to be enhanced through training anda education programs in technical- function skills. In attempt to create healthy and conducive partnerships, the leaders of the Communication Departement in Merauke Regency must change his leadership style from authoritorian to be participative-democrative.
