Deindustrialisasi di Pulau Jawa dan Pengaruhnya terhadap Tingkat Perkembangan Wilayah: dalam Perspektif Spasial

Fenomena deindustrialisasi yang terjadi di Pulau Jawa beberapa dekade terakhir ini telah memunculkan kekhawatiran tersendiri bagi pembangunan kewilayahan. Hal ini mengingat sektor manufaktur yang dianggap sebagai engine of growth mengalami penurunan kontribusinya dan aktivitas perekonomian mulai bergeser ke sektor tersier yang dipandang memiliki beberapa kerentanan, seperti adanya tren gig economy atau kontrak jangka pendek pada sektor jasa yang menyebabkan ketidakpastian pekerjaan dan memungkinkan kurangnya perlindungan tenaga kerja jangka panjang. Lebih lanjut, kondisi tersebut berpotensi memiliki dampak yang luas terhadap dinamika perkembangan wilayah.

Penelitian ini bertujuan untuk mengkaji pengaruh penurunan kontribusi sektor manufaktur (deindustrialisasi) dan pergeseran perekonomian menuju sektor tersier (transformasi struktural) terhadap tingkat perkembangan wilayah yang mencakup aspek ekonomi, sosial, dan lingkungan. Lebih lanjut, penelitian ini juga akan mengidentifikasi pengaruh faktor determinan terhadap deindustrialisasi di Pulau Jawa. Dalam penelitian ini, digunakan variabel modal manusia, urbanisasi, dan jarak terhadap kota global sebagai faktor determinan deindustrialisasi.

Hasil penelitian menggunakan metode Structural Equation Modeling dengan pendekatan Partial Least Squares (SEM-PLS) menunjukkan bahwa deindustrialisasi yang diikuti oleh transformasi struktural memiliki dampak negatif terhadap aspek ekonomi dan sosial. Sedangkan pada aspek lingkungan, deindustrialisasi yang diikuti oleh transformasi struktural memiliki dampak yang positif pada peningkatan kualitas lingkungan. Sementara hasil analisis pada faktor determinan deindustrialisasi menunjukkan bahwa modal manusia dan jarak terhadap kota global memiliki pengaruh positif pada kontribusi sektor manufaktur. Sebaliknya, urbanisasi tidak memiliki pengaruh signifikan pada kontribusi sektor manufaktur.

The phenomenon of deindustrialization that has occurred in Java in the last few decades has raised concerns for regional development. This is because the manufacturing sector, which is considered the engine of growth, has experienced a decline in its contribution and economic activity has begun to shift to the tertiary sector, which is seen as having several vulnerabilities, such as the gig economy trend or short-term contracts in the service sector that cause job uncertainty and allow for a lack of long-term labor protection. Furthermore, this condition has the potential to have a broad impact on the dynamics of regional development.

This study aims to examine the effect of the decline in the contribution of the manufacturing sector (deindustrialization) and the shift in the economy towards the tertiary sector (structural transformation) on the level of regional development that includes economic, social, and environmental aspects. Furthermore, this study will also identify the influence of determinant factors on deindustrialization in Java. In this study, the variables of human capital, urbanization, and distance to global cities are used as determinant factors of deindustrialization.

The results of the study using the Structural Equation Modeling method with the Partial Least Squares (SEM-PLS) approach show that deindustrialization followed by structural transformation has a negative impact on economic and social aspects. Meanwhile, in the environmental aspect, deindustrialization followed by structural transformation has a positive impact on improving environmental quality. Meanwhile, the results of the analysis on the determinant factors of deindustrialization show that human capital and distance to global cities have a positive influence on the contribution of the manufacturing sector. Conversely, urbanization does not have a significant influence on the contribution of the manufacturing sector.
