Analisis Implementasi Kebijakan Pemerintah Kota Madiun Dalam Mengintervensi Kemiskinan Tahun 2019-2024 Melalui Berbagai Program Pemberdayaan Masyarakat

Penelitian ini mengkaji tentang dinamika implementasi kebijakan penanggulangan kemiskinan di Kota Madiun pada tahun 2019-2024 melalui berbagai jenis program pemberdayaan masyarakat. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Terdapat dua jenis data yang digunakan dalam penelitian ini yakni data primer dan data sekunder. Data primer diperoleh dari in-depth interview kepada 35 informan. Sedangkan, data sekunder di dapatkan melalui literatur review dan observasi secara langsung untuk melihat kondisi di lapangan. Dalam membantu proses analisis, penelitian ini berpacu pada salah satu teori implementasi kebijakan milik Merilee S. Grindle yakni content of policy dan context of implementation. Kedua variabel besar tersebut akan dielaborasikan dengan temuan-temuan yang ada di lapangan.

Hasil penelitian menunjukkan bahwa capaian kinerja Pemerintah Kota Madiun selama 2019-2024 dalam menanggulangi kemiskinan dapat dikatakan “baik” karena ada penurunan kemiskinan yang terlihat serta melalui Laporan Kinerja Pemerintah Kota Madiun tahun 2019-2024 dan nilai capaian kinerja yang berhubungan dengan intervensi kemiskinan selalu mengalami peningkatan di hampir keseluruhan sasaran strategis. Hasil temuan di lapangan juga menunjukkan bahwa penyebab dinamika tingkat kemiskinan di Kota Madiun yang mengalami lonjakan di tahun 2020 dan 2021 disebabkan oleh context of implementation atau lingkungan implementasi kebijakan di pemerintahan Kota Madiun mulai dari kapasitas aktor pelaksana yang kurang hingga kondisi nasional akibat pandemi covid-19 yang menyerang di beberapa sektor kehidupan (sosial, ekonomi, pemerintahan). Efektivitas implementasi program terganggu karena terjadi perubahan skala prioritas kegiatan dengan mengedepankan protokol kesehatan guna menekan laju penyebaran covid-19. Sedangkan, pada sisi content of policy atau isi kebijakan melalui berbagai jenis program-program pemberdayaan masyarakat terlihat diterima baik oleh masyarakat. Pemerintah Kota Madiun berhasil mengakomodir keinginan dan kebutuhan dari masyarakat miskin. Hal tersebut lantaran pendekatan bottom-up dalam pembuatan kebijakan yang dilakukan oleh Pemerintah Kota Madiun. Lingkungan implementasi sangat berpengaruh besar pada ketercapaian hasil. Tahun 2023 pemberian akses DTKS kepada pihak kelurahan ternyata cukup efektif dalam membasmi masalah ketidakvalidan data akibat ketidakpatuhan aktor pendata.

Indeks kepuasan masyarakat (IKM) yang selalu meningkat di tiap tahunnya serta nilai capaian kinerja yang diberikan oleh Kementerian PANRB kepada Kota Madiun yang selalu mengalami peningkatan mengindikasikan bahwa Pemerintah Kota Madiun selalu terus-menerus untuk melakukan perubahan positif baik dalam proses administrasi hingga implementasi program. Dukungan besar dari kepala daerah juga sangat berpengaruh pada ketercapaian intervensi terhadap masalah seperti pada Kota Madiun.

This study examines the dynamics of the implementation of poverty alleviation policies in Madiun City in 2019-2024 through various types of community empowerment programs. The research method used in this study is qualitative with a case study approach. There are two types of data used in this study, namely primary data and secondary data. Primary data was obtained from in-depth interviews with 35 informants. Meanwhile, secondary data was obtained through literature reviews and direct observation to see conditions in the field. In assisting the analysis process, this study is based on one of Merilee S. Grindle's policy implementation theories, namely content of policy and context of implementation. These two major variables will be elaborated with findings in the field.

The results of the study show that the performance achievements of the Madiun City Government during 2019-2024 in overcoming poverty can be said to be "good" because there is a visible decrease in poverty and through the Madiun City Government Performance Report for 2019-2024 and the achievement values related to poverty interventions always increase in almost all strategic targets. The findings in the field also show that the cause of the dynamics of poverty rates in Madiun City which experienced a spike in 2020 and 2021 was due to the context of implementation or the environment of policy implementation in the Madiun City government, starting from the lack of capacity of implementing actors to national conditions due to the Covid-19 pandemic which attacked several sectors of life (social, economic, government). The effectiveness of program implementation was disrupted because there was a change in the priority scale of activities by prioritizing health protocols to suppress the rate of spread of Covid-19. Meanwhile, on the content of policy or the content of the policy through various types of community empowerment programs, it seemed to be well received by the community. The Madiun City Government succeeded in accommodating the desires and needs of the poor. This is because of the bottom-up approach in policy making carried out by the Madiun City Government. The implementation environment has a very big influence on the achievement of results.

In 2023, providing access to DTKS to the sub-district turned out to be quite effective in eradicating the problem of invalid data due to non-compliance of data collection actors. The public satisfaction index (IKM) which always increases every year and the performance achievement value given by the Ministry of PANRB to the City of Madiun which always increases indicates that the Madiun City Government is always continuing to make positive changes both in the administration process and program implementation. Great support from the regional head also greatly influences the achievement of interventions on problems such as in the City of Madiun.
