KERJA SAMA ANTARA DINAS SOSIAL KOTA MAGELANG DAN RS SOEROJO DALAM PEMBERIAN PELAYANAN KESEHATAN BAGI ODGJ TERLANTAR DI KOTA MAGELANG

Penelitian ini bertujuan untuk mengetahui dan mengkaji mekanisme hubungan hukum antara Dinas Sosial Kota Magelang dan RS Soerojo dalam pemberian pelayanan kesehatan bagi ODGJ terlantar di Kota Magelang. Penelitian ini juga bertujuan untuk mengetahui dan mengkaji mekanisme implementasi perjanjian kerja sama antara Dinas Sosial Kota Magelang dan RS Soerojo dalam pemberian pelayanan kesehatan bagi ODGJ terantar di Kota Magelang 

Penelitian ini merupakan penelitian yuridis-empiris yang bersifat deskriptif. Penelitian ini menggunakan data primer yang diperoleh melalui wawancara langsung kepada responden yang relevan dan terlibat langsung dalam proses pemberian pelayanan kesehatan bagi ODGJ terlantar dan didukung dengan data sekunder hasil studi kepustakaan. Data hasil penelitian tersebut kemudian dianalisis secara kualitatif.

Berdasarkan hasil penelitian dapat diambil dua kesimpulan. Pertama, hubungan hukum antara Dinas Sosial Kota Magelang dan RS Soerojo didasarkan pada perjanjian kerja sama yang mengatur kewenangan, serta pembiayaan pelayanan kesehatan bagi ODGJ terlantar. Kedua, Implementasi perjanjian ini telah berjalan secara efektif dengan memperjelas hak dan kewajiban masing masing pihak sehingga proses pemberian pelayanan kesehatan bagi ODGJ terlantar menjadi lebih jelas dan terarah.

This study aims to determine and asses the legal relationship between the Social Service Department of Magelang City and Soerojo Hospital  in providing healthcare services for homeless persons with mental disorders. This study  also aims to determine and asses the mechanism of implementation of the cooperation agreement between the Social Service Department of Magelang City and Soerojo Hospital in providing health services for homeless persons with mental disorders in Magelang City. 

This study is a juridical-empirical legal research which is also a descriptive research. This study uses primary data obtained through direct interviews with relevant respondents directly involved in providing healthcare services for homeless persons with mental disorders and supported by secondary data obtained from literature studies. The research data were then analyzed qualitatively.

Based on the result of the study, two conclusions can be drawn. First, the legal relationship between the Social Service Department of  Magelang City and Soerojo Hospital is based on a cooperation agreement that regulates authority and healthcare service funding for homeless persons with mental disorders. Second, the implementation of this agreement has been running effectively by clarifying the rights and obligations of each party so that the process of providing health sevices for homeless persons with mental disorders becomes clearer and more focused.
