Golkar dan pemilu 1999 :: Studi analisis kemenangan Partai Golkar di Selayar

Problem utama yang dihadapi Partai Golkar menjelang Pemilu 1999 adalah maraknya hujatan, cacian, bahkan sampai pada peluapan rasa benci dari masyarakat. Banyak pengamat yang memprediksikan bahwa Golkar tidak lagi mendapat simpatik rakyat, maka kemudian tidak mengherankan bila diduga bahwa perolehan suara pada Pemilu 1999 juga akan merosot, bahkan tidak sedikit pengamat berkesimpulan Golkar tidak akan masuk menjadi lima besar pemenang pemilu. Akan tetapi ternyata dugaan itu meleset. Terbukti Golkar berhasil memposisikan dirinya pada urutan kedua secara nasional. Malah di beberapa wilayah, seperti terlihat di Sulawesi- Selatan Golkar menempati urutan teratas dalam perolehan suara. Fenomena kemenangan Golkar itulah, khususnya di Kabupaten Selayar menjadi pokok bahasan tesis ini. Dari hasil telaah yang dilakukan selama ini, kemenangan yang diraih setidaknya disebabkan oleh beberapa faktor, yang dapat dipilah menjadi faktor internal dan eksternal. Faktor-faktor yang bersifat internal diantaranya; (1) bisa dijelaskan lewat peran dan orientasi elite lokal; (2) juga karena infra stuktur partai yang cukup mapan; (3) didukung dengan pemilihan issu Habibie yang relatif efektif menggugah emosi konstituen; (4) disertai upaya money politics. Sementara itu, yang bersifat eksternal meliputi sedikitnya tiga faktor, yakni; (1) netralitas birokrasi yang belum tercipta; (2) rendahnya pendidikan politik masyarakat; (3) serta rendahnya tingkat kesiapan partai-partai politik dibanding Golkar. Adapun hal yang dapat dipetik dan menarik dari studi ini adalah bahwa hasil analis tersebut sepertinya dapat pula menjelaskan fenomena kemenangan Golkar di kabupaten lain di Sulawesi-Selatan. Sekalipun dengan catatan bahwa tentu di sana sini terdapat perbedaan. Misalnya, karena boleh jadi satu faktor di satu wilayah menjadi faktor pertama dan utama, sementara di tempat lain menjadi faktor pendukung kesekian.
