KAJIAN PERUBAHAN LINGKUNGAN DAN SOSIAL EKONOMI PADA PROGRAM RELOKASI PEDAGANG KAKI LIMA (PKL) DI KAWASAN ALUN-ALUN KUTOARJO, KABUPATEN PURWOREJO

Street vendors, commonly known as PKL, are part of the informal economic sector that has significantly grown in urban areas. Purworejo Regency faces various urban issues, one of which is related to the presence of street vendors. PKL often utilize public spaces in ways that are not aligned with their designated purposes. This study aims to examine environmental changes in the Kutoarjo Square area and to analyze the socio-economic changes experienced by street vendors before and after relocation.
This research employs a deductive qualitative approach using a questionnaire survey as the primary data collection instrument through interviews and observations, complemented by a literature review of secondary data. Respondents from the street vendor community and the general public were selected through purposive sampling, while government informants were identified using snowball sampling techniques until data saturation was achieved. The data were analyzed using a qualitative descriptive method, with stages including editing, tabulating, and descriptive narration.
The results of the study show that there were positive environmental changes in the Kutoarjo Square area following the management and relocation of street vendors, as indicated by improvements in infrastructure availability, orderliness, cleanliness, and comfort. The restoration of Kutoarjo Square's function as a public space and green open space for the general public has also been realized. Meanwhile, the socio-economic conditions of the street vendors tended to decline after being relocated to the Kutoarjo Culinary Shelter. Changes in the economic aspects were marked by decreased income, changes in capital and funding sources, increased retribution fees, and the influence of stall locations. Changes in social aspects were observed through business ownership status, selling hours and duration, number of workers, PKL associations, business competition or conflict, and the management system of the shelter in collaboration with the government. Therefore, the Purworejo Regency Government needs to conduct further evaluation and review to ensure that the arrangement of Kutoarjo Square can provide positive benefits for all segments of society, including the relocated street vendors.
