Dinamika Partisipasi PKL dalam Kebijakan Relokasi: Studi Kasus Relokasi di Kawasan Malioboro

Penelitian ini bertujuan untuk menganalisis partisipasi Pedagang Kaki Lima (PKL) Malioboro dalam proses kebijakan relokasi. Kebijakan relokasi PKL Malioboro hingga saat inimasih menimbulkan pro dan kontra akan kebijakan yang dinilai terburu-buru serta minimnya partisipasi dari PKL. Kerangka penelitian ini berlandaskan pada teori stakeholder untuk memahami kepentingan aktor-aktor kebijakan sekaligus mengenalkan model proses partisipasi publik milik Kimberly Triplett guna mengetahui apakah PKL Malioboro dapat mempengaruhi isi dari kebijakan relokasi. Penelitian ini menggunakan metode kualitatif dan tipe deskriptif. Data primer diperoleh melalui wawancara dengan PKL Malioboro, pemerintah daerah, pemilik toko di Jalan Malioboro dan pengunjung Malioboro, sementara data sekunder berasal dari laporan resmi dan penelitian sebelumnya. Penelitian ini memetakan secara satu persatu tahapan model proses partisipasi publik berdasarkan hasil di lapangan hingga menemukan pada tahap mana yang masih belum terpenuhi yang selanjutnya dianalisis dengan menggunaka teori stakeholder. Hasil penelitian menunjukkan bahwa pada thap keempat model proses partisipasi publik milik Kimberly Triplett yaitu keterlibatan publik dalam memecahkan masalah masih belum terpenuhi meskipun kebijakan relokasi sudah diimplementasikan. Akibatnya, sejumlah PKL Malioboro serta organisasi dari beberapa kampus di Yogyakarta serta LSM yang ada, menagih keterbukaan dari pihak pemerintah setempat. PKL tidak mendapatkan ruang dialog yang memadai dengan pemerintah untuk membahas grand-design pasca-relokasi, yang menunjukkan bahwa pemerintah lenih memprioritaskan terciptanya "Sumbu Filosofis" dalam tata kota Yogyakarta dibandingkan keterlibatan PKL. Temuan penelitian mengindikasikan bahwa kebijakan relokasi PKL Malioboro perlu lebih inklusif, dengan mempertimbangkan kesejahteraan ekonomi PKL pasca-relokasi. Pendekatan partisipatif, terutama dengan meningkatkan ruang dialog antara pemerintah daerah, harus diprioritaskan agar kebijakan dapat berjalan secara adil dan berkelanjutan.

This study aims to analyze the participation of street vendors (PKL) in Malioboro in the policy process of relocation. The policy of relocating street vendors contiunes to spark pros and cons, as it is considered rushed and lacks participation from the street vendors The research frameworks is based on stakeholder theory to understand the interestsof policy actors while also introducing Kimberly Triplett's public participation model to determine whether the Malioboro street vendors can influence the content of the relocation policy. A qualitative method with descriptive type is employed. Primary data is collected through interviews with Malioboro street vendors, local government official, shop owner along Malioboro Street, and visitors to the area, while secondary data is derived from official reports and previous studies. This research systematically maps each stage of the public participation process model based on field findings to identify which stage has not yet been fulfilled, which is then analyzed using stakeholder theory. The research findings indicate that the fourth stage of Kimberly Triplett's public participation process model, which involves public engagement in problem solving - remains unfulfilled despite the implementation of the relocation policy. As a result, several Malioboro street vendors, along with organizations from various universities in Yogyakarta and local NGOs, are demanding transparency from the local government. Street vendors were not given adequate space for dialogue with the government to discuss the grand design of the post-relocation concept, highlighting that the government prioritized the realization of "Sumbu Filosofis" (Philosophical Axis) in Yogyakarta urban planning over active vendor involvement in policy decision. The research findings suggest that the Malioboro street vendors relocation policy needs to be more inclusive, considering the long-term economic well-being of street vendors. A participatory approach, particularly enhancing dialogue between street vendors and the local government, should be prioritized to ensure a fair and sustainable policy implementation.
