ANALISIS PERBANDINGAN PENERIMAAN NEGARA BUKAN PAJAK (PNBP) PADA TAHUN 2018 SAMPAI DENGAN TAHUN 2022 DI RSUP PERSAHABATAN

Latar Belakang: Rumah sakit Badan Layanan Umum (BLU) memiliki tanggung jawab untuk mandiri dalam pembiayaan operasional. RSUP Persahabatan sebagai salah satu BLU memiliki tantangan besar dalam mencapai target PNBP khususnya pada tahun 2018, 2019, dan 2022 ketika realisasi tidak mencapai target. Analisis PNBP pada RSUP Persahabatan penting untuk mengevaluasi target penerimaan yang tidak tercapai dan tercapai/melebihi target dalam lima tahun terakhir (2018-2022).
Tujuan Penelitian Untuk mengetahui faktor dominan yang mempengaruhi tercapainya PNBP, untuk mengidentifikasi hambatan tidak tercapainya PNBP dan untuk memberikan strategi agar di tahun mendatang PNBP bisa tercapai.
Metode: Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam.
Hasil: Subsidi tarif COVID-19 mendukung PNBP selama pandemi. Setelah subsidi berakhir, RS kembali bergantung pada klaim BPJS (80%) dan pendapatan reguler lainnya, ini yang membuat PNBP tidak tercapai, faktor eksternal lain yang juga harus diperhatikan adalah ketatnya persaingan rumah sakit dan citra RSUP Persahabatan sebagai "RS COVID” pasca pandemi yang membuat masyarakat enggan berkunjung.
Kesimpulan: Strategi yang harus dilakukan untuk meningkatkan keuangan RS adalah dengan meningkatkan kesejahteraan pegawai untuk pelayanan optimal, memperbaiki fasilitas, teknologi, dan layanan baru untuk daya saing, optimalisasi ruang, SDM, dan efisiensi operasional dan membangun kemitraan asuransi dan perusahaan untuk diversifikasi pasien.

Background: Public Service Agency (BLU) Hospitals have the responsibility to be independent in operational financing. Persahabatan Hospital as one of the BLUs has big challenges in achieving the PNBP target, especially in 2018, 2019 and 2022 when the realization did not reach the target. Analysis of PNBP at Persahabatan Hospital is important to evaluate revenue targets that were not achieved and achieved/exceeded targets in the last five years (2018-2022)
Objectives:The aim of the research is to determine the dominant factors that influence the achievement of PNBP, to identify obstacles to non-achievement of PNBP and to provide strategies so that in the coming year PNBP can be achieved
Method: This research uses qualitative methods with in-depth interviews
Results: The COVID-19 tariff subsidy supports PNBP during the pandemic. After the subsidy ends, the hospital is again dependent on BPJS claims (80%) and other regular income, this is what makes PNBP not achieved. Another external factor that must also be considered is the intense competition for hospitals and the image of RSUP Persahabatan as a "COVID Hospital" post-pandemic. discourage people from visiting.
Conclusion: The strategy that must be implemented to improve hospital finances is to improve employee welfare for optimal service, improve facilities, technology and new services for competitiveness, optimize space, human resources and operational efficiency and build insurance and company partnerships to diversify patients.
