Pemerintah Kabupaten Gunungkidul dan Dewan Perwakilan Rakyat Daerah mengundangkan Peraturan Daerah Kabupaten Gunungkidul Nomor 14 Tahun 2020 Tentang Pengelolaan Sampah Rumah Tangga Dan Sampah Sejenis Sampah Rumah Tangga. Namun, rumusan Peraturan Daerah ini perlu diteliti. Tujuan penelitian ini adalah mengidentifikasi rumusan ketentuan dalam Perda 14/2020 yang tidak memenuhi asas kejelasan rumusan berdasarkan UU Nomor 12 Tahun 2011 dan mengetahui rumusan norma yang memenuhi asas kejelasan rumusan yang seharusnya digunakan untuk merumuskan ketentuan dalam Perda 14/2020.

Jenis penelitian yang digunakan adalah penelitian yuridis normatif empiris. Sifat penelitian ini adalah deskriptif dan preskriptif. Pengumpulan data dilaksanakan dengan studi pustaka dan wawancara dengan narasumber. 

Hasil penelitian ini menunjukkan ada beberapa rumusan pasal yang tidak memenuhi asas kejelasan rumusan berdasarkan UU Nomor 12 Tahun 2011. Hasil penelitian ini juga memberikan koreksi terhadap rumusan pasal-pasal tersebut.

The Gunungkidul Regency Government and the Regional People's Representative Council enacted Gunungkidul Regency Regional Regulation Number 14 of 2020 concerning the Management of Household Waste and Waste Similar to Household Waste. However, the formulation of this Regional Regulation needs to be studied. The purpose of this study is to identify the formulation of provisions in Regional Regulation 14/2020 that do not meet the principle of clarity of formulation based on Law Number 12 of 2011 and to find out the formulation of norms that meet the principle of clarity of formulation that should be used to formulate provisions in Regional Regulation 14/2020.

The type of research used is empirical normative legal research. The nature of this research is descriptive and prescriptive. Data collection was carried out through literature studies and interviews with informants.

The results of this study indicate that there are several formulations of articles that do not meet the principle of clarity of formulation based on Law Number 12 of 2011. The results of this study also provide corrections to the formulation of these articles.
