Partisipasi masyarakat dalam pengelolaan pusat kegiatan belajar masyarakat (PKBM) di kota Metro Lampung

Perkembangan penyelenggaraan program pada PKBM di Kota Metro cenderung menurun dan belum menunjukkan kemandirian yang berarti. Penelitian ini mengkaji tentang perbedaan bentuk dan intensitas partisipasi masyarakat dalam pengeloiaan PKBM serta faktor-faktor yang mempengaruhinya. Tujuan penelitian adalah pertama, mengetahui perbedaan bentuk dan intensitas partisipasi masyarakat di Kelurahan Purwosari dan Kelurahan Imopuro dalam pengelolaan PKBM, kcdua untuk mengetahui faktor-faktor yang mempengaruhi partisipasi masvarakat di dua Kelurahan, ketiga untuk mengetahui kebijakan pendidikan luar sekolah melalui pengelolaan PKBM. Metode penelitian yang digunakan adalah metode survei. Teknik pengumpulan data menggunakan kuisioner, FGD (Focus- Group Discussion), dan deep interview. Metode pengambilan sampel menggunakan Stratified Random Sampling, yaitu 10% responden dalam setiap program. Jumlah sampel yang diarnbil adalah 50 responden untuk masing-masing Kelurahan, Teknik analisa yang digunakan adalah analisa deskriptif, T-test, dan uji regresi berganda. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyrarakat di Kelurahan Purwosari (46%) lebih tinggi daripada Kelurahan Imopuro (38%). Faktor yang paling mcmpengaruhi tingkat partisipasi masyarakat di Kelurahan Imopuro adalah tingkat persepsi sedangkan Kelurahan Purwosari adalah tahun sukses pendidikan. Terdapat perbedaan bentuk partisipasi masyarakat dalam pengelolaan PKBM di kedua daerah penelitian. Masyarakat Kelurahan Imopum cenderung berpartisipasi dalam bentuk tenaga (48%) dan pikiran (52%) sedangkan masyarakat purwosari berpartisipasi dalam bentuk sumbangan barang (34%), makanan dan minuman (30%). Intensitas PKBM mengadakan pertemuan dan intensitas responden mengikuti pertemuan perencanaan di PKBM berhubungan positif dengan tingkat partisipasi masyarakat. lmplikasi kebijakan pcngelolaan PKBM di Kelurahan Imopuro lebih ditekankan pada sosialisasi PKBM sedangkan di Kelurahan Purwosari adalah mcningkatkan manajemen PKBM untuk mempertahankan keberadaan program.

This study is about the differents type and society's participation intensity in the management of PKBM and the influential factors. The aims of she study were as follows : 1). To find out the different tivpe and society participation's intensity in managing the PKBM at two sub-districts (Purwosari and Imopuro), 2). To .find out the influential factors of the society participation at the two sub-districts, and 3). To know the implication of the policy, of off-school education by PKBM management. This study was done by using the survey method The data were collected through questionnaires, FGD (Focus Group Discussion), and also depth interview. The sample was all the people involved in PKBM using the Stratified Random Sampling, consisted 50 respondents for each sub-district. The analysis techniques used were the descriptive analysts, T-test, and double regression test. The result of the study shows that there is the different participation level at two research areas. The society participation level at Purwosari is 46%, it is higher than at Imopuro (38%). The most influent factor of the level as Imopuro is perception level, while the most influent factor of the society participation level at Purwosari are educational success year. There is the a different type of. the society participation in PKBM management at the two research areas. The lmopuro inhabitants whose participating form in manpower are 48% and in ideas are 52%, meanwhile. Purwosari's inhabitants whose participating form in goods are 34%, in .food and drinks are 30%. The PKBM's intensity in having meetings and respondent's intensity in following the planning meeting has a positive relation with the society participation level. The management policy implication in Imopuro is more emphasized on the PKBM’s socialization, while in Purwosari is on efforts to the maintain the existence of the program.
