A Comparative Analysis of National Policies in Artificial Intelligence (AI) in China and India: Cross Examining Human Capital Development Policies

This study explores the national policies regarding Artificial Intelligence (AI) in China and India, focusing on the Human Capital Development policies. Utilizing a comparative analysis, the research cross examines China and India in the AI sector. The primary focus is set on China and India’s optimization of human capital in the respective states to create exemplary policies that in return generates a boost in the AI industry. Including the relationship between governance at the national level and the influence within international markets. The study highlights the history of Human Capital Development and how it is highly relevant in the two cases, as well as how it is highly present in the AI industry in both states. It discloses that similarities in the two states in terms of policy making focal points reveals a newfound importance to Human Capital Development due its ability to generate further progress in the AI sector. This is important due to the significance of the AI industry in today’s ever-evolving world. This research emphasizes on the role of Human Capital Development policies in fulfilling developmental agendas.
