Penguatan Modal Sosial Kelompok Penangkar Benih Padi Bersertifikat dalam Keberlanjutan Desa Mandiri Benih di Kalurahan Sindumartani Kapanewon Ngemplak Kabupaten Sleman

Tingginya konsumsi beras di Indonesia melatarbelakangi Kementerian Pertanian Republik Indonesia mencanangkan Program Desa Mandiri Benih pada tahun 2015-2017 untuk memenuhi kebutuhan benih padi. Penguatan modal sosial oleh seluruh stakeholder Kelompok Tani Karyo Upoyo diperlukan agar Kelompok Tani Karyo Upoyo mampu mengatasi berbagai tantangan produksi benih padi dan membangun kemitraan yang berlandaskan aturan, kepercayaan, serta hubungan timbal balik yang lebih kuat, sehingga keberlanjutan Desa Mandiri Benih di Kalurahan Sindumartani terpelihara. Penelitian ini bertujuan untuk 1) Mengetahui bentuk modal sosial kelompok tani penangkar benih padi di Kelompok Tani Karyo Upoyo dalam kegiatan produksi benih bersertifikat, 2) Mengetahui peran stakeholder kepada Kelompok Tani Karyo Upoyo dalam penguatan modal sosial, serta 3) Menganalisis potensi keberlanjutan desa mandiri benih di Kalurahan Sindumartani. Metode penelitian yang digunakan yaitu analisis deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik observasi, wawancara terstruktur, dan studi dokumentasi pada 12 informan. Hasil penelitian menunjukkan bahwa bentuk modal sosial kelompok penangkar benih padi meliputi keterbukaan dalam penjualan calon benih, kerjasama pemasaran dengan kelompok tani lain, aturan perbenihan yang berkaitan dengan nilai bermasyarakat, serta solidaritas dalam budidaya. Stakeholder menguatkan modal sosial antaranggota (bonding), antarkelompok (bridging), dan antara kelompok dengan instansi yang lebih tinggi (linking) sesuai masing-masing perannya, yaitu policy creator, koordinator, fasilitator, implementor, dan akselerator. Keberlanjutan desa mandiri benih terlihat dari terciptanya kesetaraan ekonomi, lapangan pekerjaan, kesetaraan pemenuhan kebutuhan dengan memperhatikan keseimbangan alam, tumbuhnya nilai masyarakat dalam keberlanjutan lingkungan, serta terciptanya dampak positif usaha perbenihan untuk mendukung keberlangsungan hidup.

The high rice consumption in Indonesia is why the Ministry of Agriculture of the Republic of Indonesia launched the Independent Seed Village Program in 2015-2017 to meet the needs of rice seeds. Strengthening social capital by all stakeholders of the Karyo Upoyo Farmer Group is needed so that the Karyo Upoyo Farmer Group can overcome various challenges to rice seed production and build stronger partnerships based on rules, trust, and reciprocity. Therefore, the sustainability of the Independent Seed Village in Sindumartani Village is maintained. This research aims to 1) Knowing the form of social capital of rice seed breeder farmer groups in the Karyo Upoyo Farmer Group in certified seed production activities, 2) Knowing the role of stakeholders in the Karyo Upoyo Farmer Group in strengthening social capital, and 3) Analyzing the potential for the sustainability of independent seed villages in Sindumartani Village. The research method used is descriptive analysis with a qualitative approach. Data was collected using observation techniques, structured interviews, and documentation studies on 12 informants. The results showed that the forms of social capital of rice seed breeder groups include openness in selling prospective seeds, marketing cooperation with other farmer groups, seed rules related to social values, and solidarity in cultivation. Stakeholders strengthen social capital between members (bonding), between groups (bridging), and between groups and higher agencies (linking) according to each of their roles, namely policy creator, coordinator, facilitator, implementor, and accelerator. The sustainability of Seed Independent Villages can be seen from the creation of economic equality, employment opportunities, equality in fulfilling needs by taking into account the balance of nature, the growth of community values in environmental sustainability, and the creation of positive impacts on seed businesses to support sustainability.
