Pemaknaan desa terhadap good governance :: Penelitian bersama masyarakat di desa Wiladeg, Kecamatan Karangmojo, Kabuoaten Gunungkidul, Daerah Istimewa Yogyakarta

Good governance Barat yang lahir dalam tradisi politik liberal dan ekonomi kapitalis, serta lingkungan sosial yang individualime, dapat dipandang sebagai cara intervensi dan mengendalikan negara sedang berkembang oleh negara maju. Konsep good governance tidak berbeda dengan gerakan demokrasi, pembangunan dan modernisasi ala Barat yang dipaksakan sebagai cara untuk kelangsungan kekuasaan dan hegemoni negara Barat atas negara sedang berkembang. Untuk itulah perlunya meredefinisi konsep good governance, dengan membangun nilai-nilai lokal sebagai basis membentuk tata pemerintahan yang baik. Penelitian ini bertujuan untuk mengeksplorasi nilainilai good governance lokal dalam konteks desa, karena desa diyakini mempunyai sejumlah nilai-nilai kearifan lokal. Nilai-nilai kearifan lokal adalah pandangan hidup yang sudah mentradisi mengenai hubungan antar warga dalam komunitas dan warga dengan lingkungannya Dalam penelitian ini menggunakan jenis penelitian partisipatoris, artinya ada kebersamaan antara peneliti dengan masyarakat desa sebagai pusat kajian dalam mencari dan mengkaji nilai-nilai lokal dalam konteks good governance. Metode pengumpulan data yang utama adalah focus group discussion (FGD), sedangkan dalam melakukan analisis juga dilakukan bersama masyarakat Desa Wiladeg. Dengan pendekatan partisipatoris masyarakat desa akan ada proses pembelajaran bersama peneliti, untuk menggali dan merumuskan nilai-nilai good governance lokal desa sebagai alternatif dalam membangun tata pemerintahan yang berbasis dan berpihak pada masyarakat desa yang selama ini terpinggirkan. Hasil penelitian menunjukkan bahwa : 1). Masyarakat desa Wiladeg secara normatif mempunyai sejumlah nilai-nilai good governance lokal yang bisa dikembangkan untuk membangun tata pemerintahan desa yang baik. Nilainilai itu antara lain : demokratis, amanah, adil, adanya kebersamaan, kesetaraan, solidaritas dan responsif terhadap kebutuhan warga. 2). Realisasi nilai-nilai lokal dalam penyelenggaraan pemerintahan, dengan setting penyelenggaraan kebijakan publik desa Wiladeg menunjukkan , bahwa secara prosedural memang sudah demokratis. Proses itu dimulai dari tahap inisiasi sampai evaluasi dan monitoring, sudah didasarkan aspirasi warga desa, melalui forumforum sosial dari tingkat RT sampai tingkat desa. Namun secara substantif dan isi kebijakan juga belum banyak berubah, artinya proses yang berjalan dominasi elit desa masih besar, disamping itu isi kebijakan juga belum banyak berpihak pada masyarakat desa yang terpinggirkan, sehingga nilai-nilai lokal yang secara normatif ada belum semua terealisir 3). Masyarakat desa menyadari pentingnya tata pemerintahan desa yang baik dengan berbasis nilai-nilai lokal, agar bisa menjamin aspirasi dan kebutuhan warga terpenuhi. Untuk itu mereka bersepakat untuk menyusun struktur kelembagaan sebagai wahana untuk mengembangkan nilai-nilai good governance lokal Desa Wiadeg, antara lain : penguatan BPD, pengoptimalan forum warga desa, pemberdayaan masyarakat ekonomi, usaha menghidupkan kembali nilai-nilai kearifan lokal yang dapat mendukung demokrasi desa, serta pentingnya rencana strategis desa sebagai dasar berbagai pembuatan kebijakan publik desa.

The western good governance that thought out in liberal politict tradition and capitalist, as well as individualist environment, could consider as the way to intervention and retrained the developing country by the developed one. The good governance concept was not different with the democracy movement, development and modernization that forced as a way for the perfomance of western domination and hegemony to the developing country. Therefore, it was needed to redefine the concept of good governance, by constructing local values as the basic to rm the good government system. The research aimed to explore local good governance values on the context of village, since village considered to have number of local learning values. Local learning values was a philosophy of life that has been become a tradition cocerning the relationship among inhabitants in the community and inhabitants with their surroundings. This was a participatorist research, means that there was togetherness between the research and villagers as the center of the study in order to find out and investigate the local values in the good governance context, The main collecting data method was focus group discussion (FGD), while in bringing about the analysis also with the Wiladeg villagers. With the villagers participatorist approach the would be a researcher collective study process, to discover and formulate the village local good governance values as an alternative in constructing the government system thet based and took sides with the villagers thet up till now was swpt anside. The result showed that : 1). Wiladeg vilagger normatively had amount of local good governance values that could be expanded to build the good village government system. Those values were : democratic, trusteeship, fair, the situation of togetherness, eqivalency, solidarity, and responsive to the villagers needs. 2). The realization of local values in government coordination, by the setting of Wiladeg villager public policy implementation which showed that procedurally has been democratic.The process begun from the initiation phase until evaluation and monitoring that alredy based by the villagers aspiration through the social forum of the RT level to the village level. However, substantively and the policy contents also had change too much, means that domination of the elite still momentous, beside that the policy contents also had too much took aside with the villagers, so that the local values which normatively present not all realized yet. 3). Villagers realized the importance of good governance system that based on local values, in order to guarantee the fulfilled of aspiration and villagers needs.To meet the need they agreed to arrange the institusional structure as a way to develop the local good governance values of Wiladeg village, those were : BPD strengthening, villagers optimalization forum, economy society endeavoring, the effort to revive again the local wisdom values that could support village democracy, as well as the importance of village strategy plan as the base of various village public policy manufactured.
