Perubahan pemanfaatan ruang kawasan perumahan tepian sungai :: Studi kasus Ruas Sungai Code Kota Yogyakarta

Penduduk yang tinggal di sepanjang bantaran sungai kota Yogyakarta diperkirakan sebesar 47.087 jiwa atau 10,29% dari jumlah penduduk kota. Sungai Code merupakan salah satu sungai yang membelah kota Yogyakarta. Perkembangan fisik kawasan tersebut berlangsung sangat cepat terutama kawasan perkampungan yang berada di pusat kota. Lokasi kampung yang sangat strategis menjadi daya tarik tersendiri bagi penduduknya karena berdekatan dengan pusatpusat kegiatan sehingga banyak memberikan kemudaha n. Penelitian ini mengambil lokasi di kampung Ratmakan sebagai salah satu lokasi hunian yang terletak di tepi sungai Code. Tujuan penelitian adalah; (a).menjelaskan proses dan pola perubahan pemanfaatan ruang pada kawasan perumahan tepian sungai dan (b).memperkirakan faktor-faktor yang mempengaruhi perubahan tersebut. Pendekatan penelitian yaitu secara induksi dan deduksi. Induksi untuk mendapatkan perkembangan fungsi setiap periodenya sedangkan deduksi untuk menjelaskan faktor-faktor yang mempengaruhi perubahan. Teknik analisa yang dipakai adalah deskriptif kualitatif. Unit analisis dalam penelitian ini merupakan batasan setiap persil dalam kawasan studi. Hasil penelitian menunjukkan bahwa proses perubahan pemanfaatan ruang yang terjadi di kampung Ratmakan terkait dan berhubungan erat dengan perkembangan kawasan Malioboro sebagai tempat kerja, tempat pemasaran produk barang-barang kerajinan, tempat rekreasi / hiburan dan sebagai pusat belanja kebutuhan hidup lainnya. Dari pola ruang yang terbentuk diketahui sebanyak 43% persil berubah total dan 46% persil berubah sebagian. Bentukbentuk perubahan fungsi yang terjadi pada kawasan studi yang terbesar adalah fungsi rumah menjadi pertokoan dan fungsi rumah menjadi rumah kost /rumah sewa. Faktor-faktor yang mempengaruhi perubahan pemanfaatan ruang di kawasan ini adalah (a).faktor ekonomi yaitu peningkatan fasilitas perdagangan /jasa pelayanan dan kedekatan dengan tempat kerja, (b).faktor fisik lingkungan yaitu karakteristik persil dan aksessibilitas lokasi.

It is estimated that the people living along the banks of the river of Yogyakarta number 47,087 or 10.29% of the population of the city. The River Code is one of the rivers which pass through the city of Yogyakarta. The physical development of the area is very rapid, especially the housing areas which are located in the center of the city. The strategic location of the villages (kampongs) has a special attraction to the inhabitants as they are located near the centers of activities so that they provide more conveniences. This research takes as its focus the village Ratmakan as one of settlement areas which are located on the bank of the River Code. The aims of the study are (a) to describe and trace the process and the pattern of the space use change in the settlement area along the river bank and (b) to estimate the factors that have influenced the changes. This research employs inductive and deductive approaches. The inductive approach is used to describe the development of the space function during certain periods, while the deductive approach is used to explain the factors which have influenced the changes. The analysis makes use of the descriptive, qualitative method. The unit analyzed in the research is the plot in the area which is being studied. The result of the research shows that the process of space use change which is happening in the village Ratmakan is related to and has a strong connection with the rapid development of the Malioboro area as a working place, a market for various handicrafts, a recreation or entertainment place, and as a shopping center for daily goods. From the pattern of the space function change, it is discovered that 43% of the plot has experienced a total change and 46% of the plot has undergone a partial change. The forms of space function change which have happened in the area studied are predominantly the change of houses into stores and the change of houses into lodgings or rented houses. The factors which influence the change of space use in the area are (a) the economic factor i.e. the increase of trade facilities and services, and the easy reach to the working place, (b) the factor of the physical environment i.e. the characteristics of the plot and the accessibility of the location.
